Revista de la Mañana. Cooperativismo estudiantil una forma de organización social
(Universidad Distrital Francisco José de Caldas. Emisora LAUD 90.4 FM) Alfonso, Alexander; Universidad Distrital Francisco José de Caldas
The Cooperative of Integrated Professional Services (Cicop) of the Technological Faculty at Universidad Distrital—represented by Alexander, Marco, and Catalina—has demonstrated remarkable resilience and commitment to the cooperative movement despite significant challenges. These include the inability to open their primary business line (the cafeteria) due to academic strikes and contractual issues. Instead of halting operations, the cooperative has diversified its business lines toward social and solidarity entrepreneurship, organizing various workshops (BMX, environmental art, photography) and cultural events, including a major Stand-Up Comedy show. These activities have been widely embraced by the university community, successfully meeting previous financial commitments and proving that students are capable of transforming obstacles into growth opportunities. The Stand-Up Comedy event held on Thursday, December 13, is a cornerstone for the cooperative; it aims to raise funds to capitalize the existing cafeteria business and, crucially, to launch a new business line. This effort is part of a macro-model of cooperative entrepreneurship that seeks to be fostered not only at Universidad Distrital but also extended to other academic institutions. The initiative underscores the importance of associated work and community support, inviting students and the general public to see that sustainable entrepreneurship models are achievable in Colombia. Furthermore, other cooperatives such as Copro (Environmental Projects Cooperative) from the Faculty of Environment and Natural Resources are currently in formation, focusing on forest management and solid waste lines, evidencing the growth and practical application of academic knowledge within the cooperative movement

Senator Iván Darío Agudelo (Liberal Party), the author of the legislative project, explains that the creation of the Ministry of Science, Technology, and Innovation seeks to overcome the limitations of Colciencias, which had become obsolete and lacked sufficient governance. The primary objective is to grant science a permanent seat in the Council of Ministers, a recognition long overdue in Colombia and vital within the globally competitive "economy and era of knowledge." This new entity is seen as a necessity for the country to stop losing ground in competitiveness rankings and to fully leverage its potential. Senator Agudelo emphasizes that the key is governance, not bureaucracy, aiming to articulate, systematize, and integrate the currently atomized research efforts and budgets of various ministries into a robust system, driven by the conviction that "countries are wealthy because they do science." The establishment of the Ministry, which will come into effect and begin its structuring phase within one year, aims to generate a "cultural and mental disruption" to boost national confidence. The project highlights the importance of creating positive role models and preventing "brain drain"—talented individuals who seek opportunities abroad due to a lack of recognition and respect at home. Although concerns regarding politicization and budget allocation exist, the Senator assures that the project received unanimous approval from Congress—an exceptional feat—demonstrating that this issue transcends political affiliations. Furthermore, the goal is for the State to foster the necessary conditions for private sector investment, thereby stimulating the economy. This is considered an essential step for Colombia to transition from exporting raw natural resources to transforming them through knowledge, following the example of prosperous nations that have invested heavily in science

Revista de la Mañana. Homenaje a héroes anónios esculturas que Inspiran a Colombia
(Universidad Distrital Francisco José de Caldas. Emisora LAUD 90.4 FM) Saiz, Rocío; Universidad Distrital Francisco José de Caldas
From December 6th to the 30th, an outdoor exhibition featuring 12 sculptures created by young visual artists is taking place in iconic locations across Bogotá, Medellín, and Cali. This initiative, promoted by Scotiabank, pays tribute to twelve Colombians recognized for their talent, professionalism, and significant social contributions that have transcended borders. Among the honorees is Rocío Saiz, director and founder of the 'Seamos Razones para Creer' Foundation, which is dedicated to improving the quality of life and fulfilling the dreams of children with terminal cancer. The exhibition seeks not only to recognize figures who are generally not known on a mass scale but also to inspire society by demonstrating that positive impact is possible regardless of public recognition. The exhibition, currently located at the 'placita' of Usaquén Park in Bogotá before moving to Medellín and Cali, is completely free of charge. Rocío Saiz, who was moved upon seeing her own work of art, emphasizes that this tribute serves as a boost to the responsibility of continuing to work and grow for the children supported by the foundation. The initiative also highlights the talent of the 12 young visual artists responsible for the sculptures, who, like the honorees, seek visibility for their excellent work. The project underscores the value of those who have contributed to society in various fields, such as Luis Bermúdez, a professor at the District University previously nominated as one of the best teachers in the world for his strategy to prevent teenage pregnancy

Two years after its signing, the implementation of the Peace Accord in Colombia shows a deceleration, partly attributed to the change in government and the lack of political majorities supporting certain points of the pact. The current challenge, beyond politics, is to regain the path of sustainable construction, with the economic reincorporation of FARC ex-combatants being crucial. The situation of the rank-and-file guerrillas is critical and differentiated: while in some areas like Miravalle they have managed to promote productive projects with international support, other reincorporation zones have disappeared, forcing many to disperse individually into cities or new regrouping points without a clear legal status. This complicates effective attention and protection policies. A balance of the initial period of the new government (August to October) shows a dual nature: on one hand, there is a discursive commitment and the creation of plans for the protection of social leaders and the reincorporation of the guerrilla bases; on the other, there is clear evidence of a significant setback, primarily the non-approval of the Special Transitional Peace Constituencies (Circunscripciones Especiales Transitorias de Paz), which affects victim reparation. Furthermore, the security of ex-combatants remains poor, with over 80 assassinations, often wrongly justified as disputes over illegal rents, which legitimizes the violence and affects overall implementation. Despite these challenges, the accord opens windows of opportunity for future negotiations with groups like the ELN and allows for submission-to-justice laws for organized armed groups

Original Title (Recommended): Nueva Zelanda: Un destino académico para estudiantes colombianos Translated Title (Recommended): New Zealand: An Academic Destination for Colombian Students Translated Summary: New Zealand has become an academic destination of increasing popularity for Colombians, experiencing an annual increase of 20% in students and 50% in university enrollments, especially in Master's and Doctoral programs. A key factor for this increase is the recent migratory change implemented last August, which allows undergraduate, Master's, and Doctoral students to apply for a three-year post-study work visa (previously one year). This greatly facilitates their entry into the labor market and the acquisition of professional experience in the country. Furthermore, New Zealand is attracting many students to the creative industries, driven by the cinematic success of productions such as The Lord of the Rings and The Hobbit, and the work in special effects and digital post-production. The New Zealand education system, known for its practical and "hands-on" approach, offers technology programs such as digital animation and game development, with undergraduate degrees lasting a maximum of three years and technology diplomas in two years, enabling rapid entry into the labor market. Institutes of Technology and universities are seeing an increase in international students in these areas. Colombians are well received, integrating easily into a society accustomed to foreigners (Auckland is home to 200 nationalities). For those concerned about financing, options exist such as the calls for applications from ColFuturo and the ICETEX "Jóvenes Talentos" (Young Talents) scholarship, which support studies abroad. Students are permitted to work part-time while studying, and life in New Zealand is highlighted by its tranquility and high quality of life

A deep controversy has erupted following the publication of a video by presenter Santiago Rivas, denouncing the abrupt removal of the public television program "Los Puros Criollos" from the Señal Colombia lineup and the cancellation of its promotion. This incident, interpreted as censorship by Rivas and the Foundation for Press Freedom (FLIP), occurred on the same day a segment critical of the ICT Sector Modernization Law (Ley TIC) was aired. Although RTVC management denies censorship, critics point out that the action is an attempt to deflect the main discussion: the approval of the ICT Law. The controversy has been exploited to dismiss the presenter with personal attacks, while the focus remains on the bill and the alleged fear felt by other public media employees regarding giving their opinion. The ICT Law generates great concern because, in the opinion of detractors, it would place media regulation in the hands of the Government, compromising the independence of public television (which belongs to the State, not the administration in power). Furthermore, there are fears that the law will defund public content by reducing and extending the spectrum use licenses for private operators, benefiting them with a 10-year postponement in license renewal payments. Opponents criticize the Government's eagerness to approve the law in December, the lack of publication of the new finalized text, and the arbitrary reactions of officials, actions that, according to the presenter, demonstrate that the law "cannot withstand a public, open, and transparent debate

The digital social movement "No al Grupo Aval" originated following a call on social media for a peaceful protest that included closing financial products held with Grupo Aval's banks and transferring pensions from Porvenir to Colpensiones. The Superfinanciera (Financial Superintendency) reacted to this viral trend by announcing criminal charges against the users on X (formerly Twitter) for alleged generation of economic panic. The controversy escalated when the Vice President of the Republic publicly supported these charges, asking the Prosecutor General's Office for swift action, which was interpreted by activists and political leaders as a violation of the right to free expression and a backing of a powerful economic group's interests over those of the citizens. This protest is fundamentally based on the indignation over the lack of consequences in corruption cases like Odebrecht and the questioned relationship between the Prosecutor General and Grupo Aval. Promoters consider the action of affecting the group's finances a legitimate and effective form of activism against the inefficacy of traditional political protests. Although the movement began digitally, it has moved into the real-world sphere with people closing their accounts. The activists, despite receiving threats on social media, defend the ethical, peaceful, and creative protest, urging citizens to exercise their right to free consumption and manifestation without resorting to physical violence or online hate

The Academic Vicerector of the District University, Professor William Fernando Castrillón, announced that the restart of academic activities to conclude the 2018-03 period is projected for January 21, 2019. This tentative date, which has been preliminarily approved by the Academic Council, aims to provide sufficient time for the re-hiring of part-time professors (hora cátedra) and for administrative preparations following the vacation period for permanent faculty, who return on January 8th. The goal is to finish the pending period by the third week of February 2019 at the latest, in order to start the 2019-01 period around March 4th and manage to level the two full academic periods throughout the rest of the year. The Vice-Rector highlighted the historic achievement of the national agreements between the student movement and the government, which allocated more than $4.5 trillion additional pesos to public higher education. Although the District University is not the biggest beneficiary of the national resources, the agreement did have a positive influence in securing a budget addition of $15 billion pesos from the Bogotá Council. Finally, Professor Castrillón indicated the Academic Council's willingness to dialogue with the students and movement leaders to guarantee the peaceful resumption of classes, which requires the unblocking of facilities and a positive attitude from the community

The Rector of the District University, Dr. Ricardo García, announced that the Finance Committee of the Bogotá Council approved an extraordinary increase of $15 billion pesos for the institution's budget in 2019, in addition to the initial draft budget of $300 billion pesos. This increase is composed of an adjustment of the CPI plus 3.5% ($6.2 billion pesos) allocated for operational expenses (to prevent the defunding of essential items), plus an addition of $8 billion pesos to strengthen the core mission areas. The Rector highlighted that this concession is a significant and historic advance, as it had been many years since the Council approved an increase over the preliminary draft presented by the Central Administration. This represents a greater trust and political and academic legitimation towards the District University. Although the budget of needs presented by the university was $32 billion pesos, the $15 billion pesos achieved are an important step in the right direction to achieve a more sustainable and balanced budget in 2019. These resources will be allocated to urgent needs derived from institutional accreditation, especially the creation of more permanent faculty positions for professors, which is fundamental to making a qualitative leap in research, teaching, and social outreach. Dr. García urged the community to value this achievement and to maintain unity, as the recognition gained is a direct result of the university's good management and solid academic developments

The Director of the University Well-being Center, Professor Jimena Parson, highlights the recent adoption of the Protocol for the prevention and handling of cases of gender-based violence and sexual violence at Distrital University, which formalizes and strengthens a support pathway that had already been implemented for approximately one year. This document, which will be reviewed annually, defines the institutional actions and support for any member of the community, including external persons affected within the institution. The professor emphasizes that the protocol is based on key principles such as co-responsibility and, above all, prevention, which will be addressed with an aggressive campaign and events throughout the year to ensure the entire community is aware of the procedure and the rights it guarantees. The current support pathway already includes the immediate reception of the complaint at the Well-being Center, victim support without re-victimization, legal assistance and information about their rights, and the provision of priority care in health services (psychology, medicine, social work, etc.). The university, through departments such as its radio station, is committed to intense dissemination work. The implementation of this protocol is considered excellent news that strengthens the management of the Well-being Center and provides an essential regulatory framework to guarantee a safe environment and the strengthening of human rights within the institution

Professor Luz Marilín Ortiz Sánchez is assuming the directorship of the District University's Institute of Languages (ILUD), acknowledging both the challenge and the importance of the position. Her main objective is to enrich the standing the Institute has already gained by injecting contemporary academic and pedagogical dynamics. Professor Ortiz, who holds a background in Language and Culture, seeks to transform language teaching beyond linguistic structures. She will focus on the formation of individuals with critical, analytical, and political thinking who understand the learning of a new language as a process of cultural, social, political, and cognitive growth. The new director, who defines herself more as an academic than an administrator, faces the fundamental challenges of generating networked research lines from the Institute, working with respect and feedback alongside the valuable team of professionals at ILUD, and ensuring that academia remains the driving force of her management. This appointment, a result of her solid academic trajectory (including a specialization in Human Development and an upcoming master's degree), seeks to position ILUD not only as a teaching center but as an academic institute that handles more complex elements in comprehensive education

Camilo Pardo, a student of Cadastral and Geodesy Engineering at the District University (Universidad Distrital), reports on the student mobilization day convened by UNES (National Union of Higher Education Students) towards the Plaza de Bolívar. This march is being carried out as a pressure mechanism while the negotiation table with the Government enters a pause that will extend until mid-January 2019. The student emphasizes that support on the streets is crucial to back the spokespersons at the negotiating table, despite being aware of the risk of lower attendance due to the start of the December holiday season. Internally at the District University, the movement has put forward a Local List of Demands (Pliego Local de Exigencias) which has been preliminarily discussed with the Academic Council. This local list of demands calls for, among other points, an increase in the university's budgetary base, the adoption of a Concurrency Pact (Pacto de Concurrencia) to assume pension payments and free up resources, the creation of a children’s nursery, and the urgent improvement of infrastructure in faculties like Arts and Engineering. The formalization of employment for academic staff is also demanded

Fernando Rojas, a political scientist, historian, and Master in Urban Management, explains that Avenida Caracas is a fundamental axis for understanding the modernization of Bogotá, which at the beginning of the 20th century was a small "town." The Caracas was initially conceived as an urban project, the "Champs-Élysées of Bogotá," built upon the old northern railway line. This vision of an avenue-boulevard, planned by urbanists like Karl Brunner starting in 1933, sought to create a hygienic and architecturally defined space for the elite, contrasting with the colonial center, and subsequently making way for the first rental buildings for the middle class (between 45th and 69th streets). However, this dream of modernity quickly declined starting in 1946 due to the strong opposition of the Modernist movement (inspired by Le Corbusier), the development of new monumental avenues like Las Américas and Décima, and Bogotá's urban expansion toward the West. The deterioration of the Caracas was exacerbated until it was transformed into a transport axis, first with Andrés Pastrana's bus-only corridor (which failed because it wasn't an integral transport project) and then with TransMilenio. Rojas criticizes that the corridor, although initially improving the Caracas, is now a focal point of chaos and insecurity that reflects citizen anger. Currently, Enrique Peñalosa's Elevated Metro project promises a new modernization, but the expert disagrees, arguing that it won't address the city's needs, will compromise financial resources with long-term debt, and will continue prioritizing the TransMilenio vision. Rojas concludes that the history of the Caracas is an example of how the thirteen urban plans Bogotá had between 1930 and 1997 failed by not materializing a comprehensive vision for the city, being overcome by the influence of developers, land speculation, and the lack of social cohesion

Revista de la Mañana: Progresismo y ultraderecha. El contraste AMLO-- BOLSONARO
(Universidad Distrital Francisco José de Caldas. Emisora LAUD 90.4 FM) Jaramillo Jassir, Mauricio; Universidad Distrital Francisco José de Caldas
Analyst Mauricio compares the political projects of Andrés Manuel López Obrador (AMLO) in Mexico and Jair Bolsonaro in Brazil, highlighting that, while both came to power driven by the electorate's weariness with traditional politics and corruption, their platforms are profoundly different. AMLO, a seasoned politician and former mayor of Mexico City, represents a project that is perceived abroad as left-wing, but which the analyst describes as moderately progressive. His initial actions, such as the notable increase in the minimum wage and the sale of the presidential plane, are seen as measures consistent with his promise of austerity and ending corruption, seeking a new chapter in Mexico's relations with Latin America. On the other hand, Bolsonaro's election is described as the triumph of anti-politics and a leap into the unknown for Brazil. Although his vote is largely considered a protest vote against the exhaustion of the left (the PT) and the Lava Jato scandal, the analyst expresses deep uncertainty over Bolsonaro's far-right positions, his apology for discrimination, and his threat to human rights achievements and the Amazon. However, it is expected that the strong nature of Brazilian democracy and its social movements may mitigate the most radical aspects of his rhetoric. Globally, the analyst emphasizes the erosion of traditional leaderships, with the struggle between liberal Europe (led by a strengthened Macron) and nationalism (exemplified by the staggering Brexit) being a key trend, in addition to the stagnation of the Venezuelan crisis, which is cataloged as the most important event in the region

Analyst Mauricio addresses the profound consequences of the European court's decision that allows the United Kingdom to unilaterally revoke Brexit. This forces a possible renegotiation and weakens the position of Theresa May's government. The Brexit process is divided into three key moments: the 2016 referendum called by David Cameron, the era of uncertainty under Theresa May, and the new phase marked by the judicial decision, which demonstrates the European Union's greater room for maneuver. The political uncertainty has generated great fear in British society regarding the economic and migratory effects of the withdrawal, leading to a general questioning of Brexit's effectiveness and forcing May to share the final decision with Parliament. Mauricio argues that, despite calls for the UK to be punished for its decision, it is unlikely that the European Union (EU) would punish London if it decides to retract. This is because punishment could make the EU unpopular and excite nationalisms in other countries. In fact, the reaction to Brexit has revitalized pro-European sentiment on the continent, making withdrawal unviable in countries like Spain or France. The court's decision clears the way for the UK to reverse the activation of Article 50. Finally, it is highlighted that British politics is highly fragmented and that, if the country remains, a thorough renegotiation of the conditions is unlikely, as the EU has not demanded conditions for remaining since the UK has not actually withdrawn yet

Revista de la Mañana. Colombia reforma política 2018
(Universidad Distrital Francisco José de Caldas. Emisora LAUD 90.4 FM) Robledo, Angela María; Universidad Distrital Francisco José de Caldas
Representative Ángela María Robledo strongly criticizes the current Political Reform being debated in the Colombian Congress, calling it 'window dressing' (maquillaje) that fails to address the fundamental flaws of the electoral system. The congresswoman points out that the elements she and the opposition considered essential were eliminated: 100% state financing of campaigns (to break the link with corruption), democratic openness to citizen participation by signatures outside the party structure, and the reform of the functioning of the National Electoral Council and the Registrar's Office (Registraduría). The only remaining points, which the opposition will work to defeat, are the closed list with parity (lista cremallera, or 'zipper list') and the limit of three terms for congress members in each corporate body, which could total up to 24 years of career service. Robledo also denounced the use of 'mermelada' (a colloquial term for government favors and resources) to secure votes, pointing to the unusual presence in Congress of high-ranking government officials, such as the director of the Department of Social Prosperity, Susana Correa. This, she insinuated, suggested they were pressuring congress members to approve the reform. Finally, the Representative called for a public hearing to address the excessive use of force by ESMAD (Mobile Anti-Riot Squadron) against the student movement, condemning the violence and the case of the student who lost an eye. She emphasized that the students are the true 'people of the year' for bringing the value of public universities back to the national agenda, and concluded by calling for a vote for a district administration that does not turn its back on public interests

(Universidad Distrital Francisco José de Caldas. Emisora LAUD 90.4 FM) Infante, María del Pilar; Universidad Distrital Francisco José de Caldas
Professor Pilar Infante, Coordinator of the Self-Assessment and Accreditation Committee at Universidad Distrital Francisco José de Caldas, details the important recognitions received at the "La Noche de los Mejores 2018" ceremony. The institution was honored with the Luis López de Mesa Order for Higher Education and Public Trust, highlighting the university community's hard work and its commitment to continuous improvement. This recognition was specifically granted for the high-quality accreditation renewals for the bachelor's degrees in Artistic Education and Biology, as well as the first high-quality accreditation for the Environmental Administration program. The professor emphasizes that these achievements are crucial and a vital input for the institutional objective of achieving institutional high-quality re-accreditation in the year 2020. In addition to program accreditations, the University was recognized for its students' excellent results in the SABER PRO exams, consistently remaining above the national average. These recognitions confirm the growing national prestige of Universidad Distrital, serving as an example of quality and educational excellence for the entire community

Emisora LAUD 90.4 FM; Mosquera, Carlos Javier -- [0000-0001-8640-0803 ]
Dr. Carlos Javier Mosquera highlights the importance of the representation of the Distrital University in the National Intersectoral Commission for the Quality Assurance of Higher Education (CONACES). He emphasizes that this participation is not only a personal achievement based on academic expertise, but a key institutional endorsement that elevates the prestige of the university. The selection process to join this commission is described as highly rigorous, demanding technical tests and interviews, which confirms the high level of the Distrital's faculty and their direct contribution to strengthening institutional accreditation and the university's visibility in the national context. Regarding the Ministry of Education's roadmap, two major challenges are announced: the formation of a "School of Academic Peers" to train rectors and faculty in evaluation processes, and the review of the implementation of Decree 1280 of 2018 to ensure that the system evolves without stagnation. Mosquera underscores that Colombia is a regional benchmark in quality systems and that the verification work of academic peers is fundamental to guaranteeing excellence in undergraduate and postgraduate programs, as well as maintaining confidence in the processes of degree validation and the creation of new institutions

Analyst Ronald explains that Venezuela, far from being isolated, has consolidated a "diplomacy of Russia, China, and Turkey," strengthening relations with these countries. These alliances do not arise from ideological affinity, but from a logic of opportunity where these powers seek to take advantage of Venezuelan natural resources (oil and gold) and fill the geopolitical vacuum left by the United States in Latin America. Internally, there is a description of the systematic destruction of the economy and the oil industry, as well as corruption in social programs (CLAP) and the fragmentation of the military forces, whose high "exit costs" — due to their involvement in illicit businesses — make any democratic transition difficult. On the other hand, the humanitarian crisis and its direct impact on Colombia are discussed, warning that the resources from international cooperation are insufficient and that the migratory flow will not immediately reverse following a change in government.

Revista de la Mañana. Legado Controvertio George H.W.
The internationalist Gabriel Clavijo on the legacy of the former President of the United States, George H. W. Bush (Bush Senior). The conversation addresses various topics, the main ones being his presidency (1989-1993) and his role in international politics. Clavijo highlights Bush's principal legacy as the peaceful negotiation with the Soviet bloc that led to the global transformation post-Cold War, prioritizing international consensus over the warmongering of his predecessor. However, it is discussed that his failure to win re-election was due to shortcomings in domestic policy, specifically the unpopular tax hike to finance the First Gulf War. The 1989 invasion of Panama, justified by the United States' monetary interest in the area, and Bush's relationship with Latin America are also covered, noting that Republican administrations usually offer greater economic stability and military aid in the region. Finally, his public image is analyzed; he was perceived as serious and uncharismatic compared to Bill Clinton, as well as his influence on his son, George W. Bush, who was more inclined toward military action.
