Análisis geo-estadístico de siniestralidad en la UPZ 46 Castilla-Localidad de Kennedy

Fatalities due to road accidents are a priority issue worldwide, and a series of strategies and public policies have been developed to safeguard people's lives. The yearbooks of road accidents show that in Bogota between the years 2014 to 2019 the lowest accident rates were presented, although it decreased by 21% remaining below the national rate, 12,863 road accidents were reported. Taking into account that Bogota is the city with the largest population in Colombia, with 7,592,871 inhabitants representing 15.4% of the national population, it is there where the largest number of deaths due to road accidents in the country is concentrated, of which 46.7% were pedestrians, 27.3% motorcyclists, 13.5% cyclists, 10.5% passengers and 2% drivers. 5% and 2% drivers; likewise, it is evident that the locality with the highest number of serious accidents is Kennedy, for the year 2019 reported a total of 1,740, of which 1,687 were injured and 37 killed, with the most vulnerable actors being pedestrians and motorcyclists (Mobility, road accident yearbook , 2015,2020). On the other hand, the perception of the inhabitants of Bogota suggests that road accidents are directly related to the state of the road network, the lack of signaling and the abuse of their conditions when driving, such as: the consumption of alcohol, psychoactive substances and speeding are considered the main causes of road accidents. This is why the objective of this study is focused on identifying the degree of accident rate from the geo-statistical analysis of the UPZ 46 Castilla of the locality of Kennedy to be able to represent it through maps that will allow identifying the points of greater accident rate, since it is the locality with the highest rates of road accidents in the city of Bogota.

Trabajo de grado que tiene como fin plasmar la aplicación de la metodología recibida de manera magistral en el seminario de la auditoría de seguridad vial (ASV), dictada por el Ingeniero Msc. Néstor Sáenz Saavedra, aplicada en un área urbana, en este caso particular el tramo de la Carrera 13 entre las calles Avenida 26 y Avenida calle 34. Permite entrever la forma como se puede aplicar la metodología, cuyo objetivo es proveer un proceso que integre los principios fundamentales de la Auditoría en Seguridad Vial, que sirva como un instrumento de apoyo a los estudiantes del área vial y de transporte, y a quien lo requiera, para propender así, al análisis del nivel de seguridad provistos por los elementos que estructuran las vías y sus usuarios, contribuyendo así a reducir la frecuencia y severidad de los accidentes vehiculares en las vías de Colombia. En el proceso de desarrollo de la metodología se analizaron los diversos ítems que finalmente componen el mapa general de riesgos, los cuales fueron abstraídos de la lista de chequeo generalizada para vías existentes, la cual a su vez, fue adaptada para el tramo en mención y sus condiciones locales. The operation on the roads is affected by the growth of the population and in correlation with the increase in the vehicle fleet, which means that the greater the number of people, the greater the number of vehicles and the greater the number of accidents presented if there is no analysis within the problem; this is why the Mayor of Usaquén considers it a priority to carry out the Road Safety Audit in the section of 134th Street between Kr 46 and AK 20. Section that, due to its behavior, has high accident rates; and that due to the complexity of its location it is important to identify the main causes of the accidents in the section. The consulting company INGENIERÍA Y DISEÑO, presents the following proposal for Road Safety Audit developed for the section in question, within which contemplates by means of specialists with extensive knowledge in the areas of geometric design, signaling, traffic analysis and transport. and the structure as such of the road, detail the steps necessary to establish the reasons why the accident rates are presented. Within the proposal, the basic elements, the description of the methodological procedure, the scopes and resources necessary to perform a specific evaluation of the critical and risk points that concentrate a high number of traffic accidents and that together with the contracting entity are indicated be prioritized to mitigate the problem of traffic accident incidence of the study section. Likewise, the schedule of activities according to the above and its costs is delivered.

Road insecurity is a public health problem that leaves worldwide losses estimated at 1.25 million fatalities and is the leading cause of death in people between 15 and 29 years of age (Dirección Nacional de Planeación, 2018); Meanwhile, in Colombia transport accidents leave more than 7,000 people without life a year and is the second cause of violent death in the country (Unidad para la Atención y Reparación Integral a las Victimas. 2018). Similarly, Bogotá presents one of the highest rates of injuries in traffic accidents according to statistics for the year 2016. This document presents the resulting diagnosis of the "Road Safety Audit in the section in operation phase of Primero de Mayo Avenue between Street 35b SUR and 43rd Street South, whose analysis will be carried out between the 41 BIS SOUTH STREETS and 43rd Street South (K1 + 038 - K2 + 100) in Bogotá DC ", by SG VIAL INGENIEROS AUDITORES DE SEGURIDAD VIAL, in order to give the necessary recommendations to reduce the accident rate in this section. Initially, the description and general aspects of the study corridor are presented in terms of location, land use, stratification, processing and sectorization, geometric characteristics, infrastructure and operation; Likewise, an analysis is made of the conditions for the critical and risk points selected according to the accident statistics of the Secretaria Distrital de Movilidad, taking into account the different aspects that affect road safety. Finally, the risk analysis is presented according to defined criteria for the evaluation of threats, dangerousness and degree of impact, as well as the multicriteria matrix that allowed the final risk assessment, which is represented in risk maps and cards that describe the main risks Findings found for each study point.

The indicators of accidentality of Transit in some corridors of the City of Bogotá D.C, have been increased by different circumstances, a weighing of the campaigns of mitigation and the prevention that realize the authorities in different fronts. The corridor of street 3 between careers 56 and 38, in the last years (2015 and 2016) according to the databases of the mobility secretariat, according to the accident reports, has had 170 traffic accidents, which as a consequence They have caused the deaths of two people and injuries to other 64. Within the corridor there are critical areas with high accident rates such as the north-western zone of roundabout on the 3rd Street with career 50, where approximately 47% of the accidents are concentrated. Corridor, while there are other risk points such as the return of the street 3 with career 39B, where the characteristics of the traffic operation, the state of the infrastructure, signage and urbanism, suggest immediate interventions; although not report accidents. The audits in road safety are a public health tool that allows to implement improvements to a operating system or a projection system in this case related to the road infrastructure identifying unsafe points. The audits in road safety are a public health tool that allows to implement improvements to a functional system or projection in this case related to the road infrastructure identifying unsafe points. In the present degree project a formal evaluation of the road safety audit is established to the section that includes the 50th career between 21st and 24th Street BIS, section that has several years of service and is of vital importance for the development of urban mobility in the city of Bogotá. This is intended to be done through aerial videos taken from drones, in order to evaluate both the critical gap, the speed of pedestrian crossing, as well as other variables that affect decision-making when accepting or rejecting a space of time. between vehicles. From the workplace, it is necessary for companies to demonstrate all possible diligence regarding the care of their workers, implementing risk prevention models to identify, assess and determine controls aimed at eliminating or mitigating risk, through the structuring of action plans, focused on the development of programs in favor of safety, the redesign of processes, the substitution of raw materials, the selection and appropriate use of personal protection elements and the promotion of a culture of self-care in the worker. In terms of road safety, organizations must be committed to defining policies and concrete actions to achieve the purposes of preventing road accidents, facilitating the implementation of the steps established in the methodology of the Strategic Road Safety Plans – PESV, documented in Resolution 40595 of 2022 and defining the processes involved. the responsible parties and their activities, the evaluation mechanisms and the monitoring. To contribute to this, this project is being developed, which consists of the characterization of road risk, in accordance with the activities of the Sisga Transversal Concession, its assessment and the definition of prioritized control activities and programs in accordance with what is defined in the identification and evaluation process. The procedure and the matrix presented are elaborated in order to provide elements for the Concession to make decisions, prioritize controls and modify its road culture, emphasizing knowledge and voluntary compliance with traffic rules, increasing the perception of risk when moving and co-responsibility by promoting a supportive and responsible use of public space. through awareness with road intelligence, additionally, contribute to compliance with current legislation on the subject.

Vehicle accidents are a problem that affects cities all over the world, and Bogotá, the capital of Colombia, is no exception. Every day, thousands of vehicles circulate through its streets and avenues, increasing the potential for traffic accidents that can have a significant impact on the lives of its inhabitants. These incidents not only cause material damage, but can also result in serious injuries and even loss of life. The city of Bogota, with its constant growth and complex road network, presents unique challenges in terms of managing and preventing vehicular accidents. Understanding the underlying causes of these crashes, identifying the areas of greatest risk, and developing effective strategies to prevent them becomes an essential task for traffic and road safety authorities. In this research, we will explore in detail the problem of vehicle crashes in the city of Bogotá. We will analyze the available statistics, identify the most frequent causes of traffic accidents, and perform a detailed analysis of the areas of the city with the highest incidence of accidents. Our objective will be to visit these specific points to evaluate the conditions that characterize these highrisk areas. During these visits, we will identify the potential risks to which both vehicles and pedestrians traveling along these road corridors may be exposed. This research not only seeks to provide an overview of the current situation of vehicular accidents in the city, but also to contribute to public awareness of the importance of road safety and the need for effective measures to prevent accidents and protect citizens.

Observing the international experiences, it is possible to find out that already exist some behaviors patterns that are related with traffic congestion in urban areas, those patterns actually depends on time, days and also on seasons of the year. Bogota city is not the exeption, and that is why there is a whole legal framework wich seeks to control those behaviour patterns, especially those who are related with times of the day (peak hours). Traffic congestion depends on a sort of variables, some of them depends on climate, week days, location or hour, and others just remain stable in the long term. the colection and join of variables that change or not in the short term is reallty important to find out the weight of incidence of some variables in the traffic congestion phenomena and also it makes possible to model traffic congestion into a geographic information system for propose some solutions. To model vehicles flow in a problematic path in terms of traffic congestion and accidents in Bogota's Downtown, let us to understand that some soltions proposed at international level can not solve the traffic congestion and the accidentation levels, and it too shows that traffic congestion and accidentation levels are closely related with the Bogota's massive transport system and the citizens culture.

The accident rate has become a problem for public, national and international entities, which based on this have sought to provide solutions to counter this problem since it has become a public health issue, this is because the Road accidents are one of the leading causes of death in the world. For this reason, in Colombia, the implementation of strategic road safety plans has been proposed through regulations, where it seeks to educate road actors, to prevent and reduce the mortality and injury rate due to these road accidents. For this reason, it is necessary that each company dedicated to the provision of land transport service and organizations dedicated to activities other than transport, must have a PESV (Strategic Road Safety Plan), for this reason it is sought to implement this plan, with in order to safeguard the safety of all road actors involved in daily transit through the different roads of the country. Taking into account the context of the university in this subject, in this study a diagnosis of perception in road safety is carried out, in order to know the way in which students of the topographic ING career move, with factors such as roads most traveled and means of transport used through surveys, leaving as a result useful geospatial information not only for this research, but for future PESV implementations and subsequent studies; This study reveals the lack of commitment of the faculty with these issues, from the lack of PESV, as well as prevention and action plans to deal with this problem.
