Observing the international experiences, it is possible to find out that already exist some behaviors patterns that are related with traffic congestion in urban areas, those patterns actually depends on time, days and also on seasons of the year. Bogota city is not the exeption, and that is why there is a whole legal framework wich seeks to control those behaviour patterns, especially those who are related with times of the day (peak hours). Traffic congestion depends on a sort of variables, some of them depends on climate, week days, location or hour, and others just remain stable in the long term. the colection and join of variables that change or not in the short term is reallty important to find out the weight of incidence of some variables in the traffic congestion phenomena and also it makes possible to model traffic congestion into a geographic information system for propose some solutions. To model vehicles flow in a problematic path in terms of traffic congestion and accidents in Bogota's Downtown, let us to understand that some soltions proposed at international level can not solve the traffic congestion and the accidentation levels, and it too shows that traffic congestion and accidentation levels are closely related with the Bogota's massive transport system and the citizens culture.
