Understanding updating as the implementation of unification mechanisms and precision of market and use dynamics, which is established in a manner of continence in the face of national outdatedness, which according to CONPES 3958 projects that cadastrally Colombia is outdated or not formed in more than 94% of the country's territory area. This study will analyze the analysis within the comparative framework of what was implemented in CONPES 3859 of June 13, 2016 and 3958 of 2019, investigating the operating model of outsourcing and delegation, as well as the technical and methodological procedure within the processes of massive information collection. On the other hand, this monograph hopes to generate a reference regarding the dynamics of implementation of the multipurpose cadastre in the national territories and the response of Colombian municipalities to it, understanding this advance as a source of development in the national territory in the outdated soil.Ítem Análisis de los impactos ambientales en los humedales y reservas de Bogotá en consecuencia de la construcción de los proyectos Avenida Longitudinal de Occidente (ALO) y el proyectoDíaz León, Yulexy; Roa Vergara, Edwin Alberto; García Ubaque, Cesar AugustoAs is known, Bogotá is a city that is in constant development and urban growth, in order to provide comfort and tranquility to its citizens, and for this it uses as an instrument the care and conservation of the environment, improving traffic operations to reduce transit delays and a more efficient daily operation. That is why at present it has been investigated to implement in large cities, main roads that not only communicate the entire city, but also to implement the arteries of said roads. For example, in Bogotá, the aim is to include the AVENIDA LONGITUDINAL DE OCCIDENTE, known as the ALO, in the road infrastructure. It emerged as an alternative road project to decongest the city of Bogotá, in the 60s. In addition, the LAGOS DE TORCA project is currently also planned, the idea is to build a city within Bogotá that provides all its services and well-being to its inhabitants. Likewise, the Lagos de Torca project was presented by the Administration as an initiative that will transform the north of the city with homes, cultural centers, schools and hospitals, in addition to recovering and protecting existing environmental zones. Lagos de Torca has an area of 1,803 hectares, of which 550 are already occupied by schools, concessionaires and other facilities. Of the total, 370 will be buildable, 640 will be recreational and public infrastructure, and the rest is protected land, which will not be affected, but will be protected. But it is now when the district takes into account the importance of conserving wetlands and implementing everything related to environmental parameters that is not only a criterion that must be met, but also benefits the entire community and the entire world by contributing to the environment for means of sustainable constructionÍtem Apoyo a la oficina de gestión ambiental en la consolidación de una base de datos y creación de una herramienta geográfica de los tratamientos silviculturales de los proyectos de infraestructura desarrollados por el IDUGarzón Córdoba, Diana Carolina; Lagos Caballero, Jesús AlbertoThe purpose of this document is to show the design of a geographic database for the capture of information on the forestry component, guidance for its creation and completion. Its design took into account the IDU's project life cycle, the elaboration of a process diagram of the forestry activities of the projects carried out by the IDU, documentation associated with the stages and phases with respect to the forestry component, as well as information from one of the projects executed by the IDU. Based on the above, the most relevant variables were selected to define the conceptual and logical model of the geographic database. The development of this work is framed in the work plan of the internship developed in the Environmental Management Office of the Urban Development Institute-IDU. The scope of the project has covered the determination of the information that needs to be stored, the design and construction of the geographic database, the loading of the information of the model project and the generation of instructions for its design and implementation, in order to provide the IDU with the inputs for the development of a practical tool that allows an improvement in the consultation of the information.Ítem Apoyo en la ejecución de actividades topográficas para la construcción del parque "Aguaviva" en la localidad de Puente ArandaGuerra Martinez, Giovany Alexis; Patiño Silva, Omar FranciscoWe are experiencing an environmental revolution, never before has so much attention been paid to our natural environment and its integration with our daily lives, from the generation of sustainable food, through industry, to construction; Many cities join the global guideline of greening their spaces and Bogotá is no exception. That is why this work will focus on topographical support as an intern in the IDRD “Parque Aguaviva” project, developed by the CCA Zonas Libres consortium, resulting in the transformation of the property on which the former operational headquarters of the Road Maintenance Unit of the city of Bogotá D.C, a place that is located in the middle of a mostly residential agglomeration such as the Veraguas neighborhood in the town of Puente Aranda. Therefore, this project is focused on generating a long-term sustainable space that replaces a lifeless and polluting place in a family and recreational welcome area for people and animals not only in the town of Puente Aranda. The activities carried out from the topographic component for the development and advancement of the work will be presented, being necessary the application of topographic surveys, layouts, leveling, office work among others, foundations that will highlight the importance of topography for a project of this type in order to obtain a final result concerning the designs prepared for its realization.Ítem Apoyo en la elaboración de las zonas homogéneas físicas y prospección del valor del terreno a nivel de factibilidad para el proyecto Regiotram de Occidente entre la ciudad de Bogotá y el Municipio de FacatativáHidalgo Andrade, Luis Felipe; Acuña Carvajal, HernandoThe “Regiotram de Occidente” project is conceived as a transportation alternative to meet the mobility needs between the municipalities near Bogotá located to the south west of the city (i.e. Facatativá, Madrid, Mosquera and Funza) and the city of Bogotá. As part of the financial viability of the project, the analysis and estimation of the acquisition values of the land that will be required for the execution of the project was carried out by means of massive valuation techniques, for which the elaboration of Homogeneous Physical Zones was required and from These prospects were made of the value of the land for the studied corridor, allowing to obtain reference values for the land that serve as input for the estimation of the property acquisition costs and the preparation of the CAPEX of the project.Ítem Calles que deben abrirseDiario de Cundinamarca; Universidad Distrital Francisco José de Caldas. Singapur, caso de éxitoCorrea Giraldo, Julián Andrés; Escobar Díaz, AndrésThe paper focuses on the qualitative description of the nation city of Singapore and its quantitative evaluation, which are part of an exploratory research for the ORCA and SciBas research group of the Francisco José de Caldas District University. Therefore, during the first semester of 2018, a conceptual review was made on the subject, proposing an methodology whose snuyources are selected with the category of smart city in the context of sustainability. The search for information was focused on the databases: IEEE Xplore, ScienceDirect, Springer Link, among others; and in the search for the evaluation model. Problem: absence of literature and conceptualization for topics related to smart cities. Objective: comprehend the smart cities topics as success cases. Methodology: interpretation of information concerning to smart cities. Results: establish the development of the city of Singapore in topics such as smart mobility and efficient energy management, among other. Discussion: presents the positive aspects that Singapore has achieved to innovate and stand out as a smart city. Conclusions: shows different implemented projects that allow that help to solve the problems that arise in the city. Originality: inside of academic literature there is little reference to smart cities using methodologies to establish categories of models and documentary analysis to determine the success of them. Limitations: as the methodologies assume a high quantity of variables in the category of urban intelligence, in perspective the study can be extended to other indicators such as Intellectual Capital and Life Quality.Ítem Datos aproximados para la formación de la geografía y estadística de BogotáRegistro Municipal; Caulla, Higineo; Universidad Francisco José de Caldas, Facultad de Ciencias y Educación Centro de Documentación en Ciencias SocialesThe image contains news about the geographical and statistical data of the city of Bogotá, it gives us a review of the limits of Bogotá both in the south, north, east and west in those years, it also gives us general aspects of the terrain and so on. Even the number of inhabitants of Bogotá up to that moment, mentions the essential parts of Bogotá to start building new sites and as an engineer says, you should begin to see the eastern and western mountain ranges, it is also important to highlight the role of the rivers that They pass through the city of Bogotá and the road networks which at that time were 3 important: central, communal and sectional, finally they show us statistics and the administrative organization of several municipalities. News published in the Municipal Registry newspaper, No. 790, April 1898Ítem Estructuración del observatorio inmobiliario vivienda urbana 2020 del municipio de Zipaquirá (Cundinamarca)Cepeda Quintero, Ricardo Edilberto; Acuña Carvajal, HernandoThis document is made in order to deepen into the implementation of tools for observation and monitoring of real estate dynamics, instruments accepted as a secondary source of information for feeding the cadastral base of the country under the multipurpose cadastre approach to which the country is migrating. Due to the above and taking into account the program emphasis, the structuring of a real estate observatory for urban housing in the municipality of Zipaquirá-Cundinamarca is proposed, carrying out the direct collection of field information through the implementation of a workflow based on technological survey tools using desktop and web Geographic Information Systems as a platform for analysis and deployment of the real estate offer. In this way, this project is based on processes of direct and indirect collection of real estate offers for urban housing in the field, integrating the spatial component through surveys, validation processes of offers, consolidation of the geographic information database and alphanumeric data and the use of dashboards as an instrument for displaying, visualizing and analyzing real estate dynamics.Ítem Estudio con apoyo a las actividades de levantamiento topográfico e inspección de redes para el corredor vial y alameda de la carrera 46 ubicado en el cantón caldas de la ciudad de Bogotá localidad Puente Aranda zona 3Cardenas Cardona, Yeisson Martin; Pardo Pinzón, JanethThe Arboleda consortium is a company with extensive experience in design, construction and rehabilitation not only of roads, but also of aqueduct and sewage networks. It has a team of qualified personnel operating both in the field and in the office. Currently, the Consortium is in the stage of road construction and rehabilitation of existing networks and execution of new ones in conjunction with the Bogotá Aqueduct and Sewer Company (EAAB), headed by the Military Engineer Command, located in the Caldas Canton. , specifically in Cr. 46 with Alameda between Cl 21 and AV Américas in the city of Bogotá, in the town of Puente Aranda Zone 3. This contract began in 2018, where the Alameda Consortium, through the development of its activities, seeks to strictly comply with current construction regulations and, together with supervision and auditing, be able to execute the contracted work within the estimated period. By 2020, the Consortium had already executed approximately 80% of the contract, leaving the remaining 20% due to the preventive isolation presented this year due to the effects of COVID -19. Once the global health emergency has been lifted, it is necessary for the entity and the other parties involved to continue the remaining work to proceed with the delivery and approval of the contract in execution. It is for this reason that the need arises to carry out the internship called “Study with support for topographic survey activities and network inspection for the road corridor and mall of Carrera 46 located in the Caldas Canton of the city of Bogotá, town of Puente Aranda zone 3” in order to support the respective tasks, complying with the standards NS-028, NS-030, NS-046, NS-054, NS-068, NS-186, required by the aqueduct for acceptance of topographic products and inclusion within your GIS system.Ítem Evaluación de los procesos de movilidad residencial urbano - rural en Cundinamarca, Colombia. Caso de estudio: municipio La VegaZabala Parra, Diana Rocío; Beltrán Vargas, Julio EduardoThis project aims to evaluate the sustainability of the processes of territorial occupation in the headwaters, and in the paths of San Juan and El Cural present located at the municipality of La Vega Cundinamarca, due to the migratory phenomena of residential mobility and floating population, taking into account the spatio-temporal information of the last 5 years. The foregoing, first, through the identification and analysis of the perception of the resident and floating population, changes in the ecological structure, ecosystem services and environmental impacts ocurred in the municipality, as a contribution to the measurement of the territorial sustainability. Second, by estimating the assessment of the resident and floating population in terms of the perception of social, economic and quality of life, for the building process of simple local indicators in the measurement of the sustainability of the territory. Third, by establishing risk perception indicators for the resident and floating population based on the changes presented during the last 5 years in the municipality, and finally, by constructing an index for the measurement of environmental sustainability in urban-rural residential mobility processes in the municipality. For this purpose, a mixed type research (qualitative and quantitative) was carried out, where a methodology was developed, consisting of 4 methodological stages, corresponding to each of the specific objectives proposed. The information of the first three stages was collected through the application of semi-structured surveys for the construction of local indicators belonging to all dimensions of development. The analysis of the surveys was carried out by means of a univariate descriptive analysis for the closed questions with ordinal scale and later the factorial analysis (FA) was used, which aims to describe the covariation relationship between multiple variables, in terms of few variables random non-observables, called factors (Díaz & Morales, 2012). In the last stage, the local indicators previously analyzed were taken into account and through the systemic and commensalist approach proposed by (Quiroga, 2001: 25), an aggregation was made with the institutional indicators collected in the different official institutions. The weights assigned to each of the variables were supported by the theories of Bioregional planning proposed by Guimarães (2001), of primary and secondary sustainability proposed by Fernández (2000), and of weak and strong sustainability proposed by Pearce and Atkinson (1998). The results showed that the local biophysical indicators with the strongest sustainability are the species maintenance indicator and the visual quality indicator with a magnitude of 85 (very strong), followed by the water supply and status indicator with a magnitude of 80 (strong). However, after aggregation, the composite biophysical indicator showed a magnitude of 48.60, which ranged from 41 to 60, resulting in a moderate degree of sustainability for the biophysical dimension. The strongest index of local socioeconomic sustainability that is estimated in the municipality is the index of provision of water and sewage services with a magnitude of 85 (very strong). On the other hand, the rate of increase in education for the municipality of La Vega showed a magnitude of 20 (very weak). Consequently, the composite socioeconomic indicator, with a magnitude of 43.00, is between the range of 41 to 60, resulting in a moderate degree of sustainability for the socioeconomic dimension. The strongest local risk sustainability index obtained in the municipality is the rate of regulation of flood risk of houses in times of rainfall with a magnitude of 85 (very strong) and the weakest is the index of climatic uniformity with a magnitude of 35 (weak). The composite risk indicator, with a magnitude of 63.14, is between the range of 61 to 80, resulting in a strong degree of sustainability for the risk dimension. The strongest local institutional management sustainability index that is estimated in the municipality is the index of successful decisions on real estate development and mobility with a magnitude of 10 (very weak) and the weakest index is the adequate disposition of the territory and timely Institutional management with a magnitude of 5 (very weak). The composite institutional index, with a magnitude of 45, is between the range of 41 to 60, resulting in a moderate degree of sustainability for the institutional dimension. Finally, the index for the measurement of environmental sustainability in urban-rural residential mobility in the municipality of La Vega Cundinamarca with a magnitude of 50.04, is between the range of 41 to 60, resulting in a degree of moderate sustainability.Ítem Evaluación del sistema de coordenadas de proyección local de la Ciudad De MedellínRincón González, Rosa Adriana; Mosquera Ibañez, Rodrigo; Rodríguez Rojas, Carlos AlfredoWhen dealing with coordinates, distances and areas taken from a plane projected to the ground, care must be taken because, depending on the local projection plane used, different distortions can be present such as: linear, distances and angular; so the need arises to evaluate the current local projection system of Medellín, which guarantees that the parameters currently being used contemplate the current dimensions of the city and the deformations. In order to carry out the evaluation of the local plan of Medellín it is proposed a methodology of information collection, secondary that allows the determination of the base parameters, that served for the realization of the local projection system of the city of Medellín and as results to appreciate the comparison between different cartographic works carried out and in this way to produce an evaluative concept.Ítem Higiente de las tierras friasEl Republicano; Borda Tanco, Alberto; Facultad de ciencias y educación, Licenciatura en ciencias socialesThe image presents a news about:" But from a technical point of view to see how the sanitary works can be carried out in a city like Bogota, of about 80,000 inhabitants, that little more or less is what our capital has but first we see how a technical office is established in charge of works of this nature, and with what elements it must have to make graphic and analytical projects that can be easily taken to its realization". Published in The Republican Newspaper No.166,18 of October-1907Ítem Impacto del crecimiento urbano en Mosquera : un análisis desde los POTBarón Garzón, Cristian Mauricio; García Preciado, Laura Nicole; Bustos Velazco, Edier HernánUrban planning is an important area that should be addressed by the entities responsible for the public administration of a city, municipality, department and country to ensure a development, Mosquera has presented an accelerated growth in its population and urban area in a short period of time which has led it to occupy the first place among the municipalities of Cundinamarca with higher population growth so that it can be generated positively or negatively affecting the environment, mobility, security, economy and demand for goods and services. This work intends to study the effects generated by the population growth in Mosquera, using different historical sources, statistics, interviews with residents of the municipality and documentary sources such as the plans of territorial ordering. Thanks to the analyses carried out, it is possible to observe that there were impacts on the urban footprint, environment, mobility and real estate, in addition to this from the perspective of the inhabitants of the municipality in the different dimensions addressed (social, economic, environmental), observing how this variation in the vision they had of their territory denoted negative or positive aspects. In this way, we can compare the indicators used by the administrative identities in order to draw conclusions about the factors that led to these fundamental changes in the roots of their territory, and to demonstrate the type of management and contingency that has been put in place to address this problem.Ítem Implicaciones de la geometría, uso del suelo y dispositivos que controlen intersecciones de un corredor vial de flujo continuo(Universidad Distrital Francisco José de Caldas.
