Resumen
It is an analysis that seeks to determine how beneficial the proposed implementation of the multipurpose cadastre public policy has been, mainly taking the city of Barranquilla – Atlántico as a starting point, which was one of the first cities to carry out this implementation and in assume the costs of the process with its own resources (IGAC, S.F.). Understanding updating as the implementation of unification mechanisms and precision of market and use dynamics, which is established in a manner of continence in the face of national outdatedness, which according to CONPES 3958 projects that cadastrally Colombia is outdated or not formed in more than 94% of the country's territory area. This study will analyze the analysis within the comparative framework of what was implemented in CONPES 3859 of June 13, 2016 and 3958 of 2019, investigating the operating model of outsourcing and delegation, as well as the technical and methodological procedure within the processes of massive information collection. On the other hand, this monograph hopes to generate a reference regarding the dynamics of implementation of the multipurpose cadastre in the national territories and the response of Colombian municipalities to it, understanding this advance as a source of development in the national territory in the outdated soil.
