Ítem Actualización del plan de manejo ambiental para el proyecto de obra “reducción de riesgos por movimientos en masa presentes en la urbanización Sasipa -Silvania” bajo la dirección de la Unidad Administrativa Especial para la Gestión del Riesgo y Desastres de la Gobernación de Cundinamarca(Universidad Distrital Francisco José de Caldas) Peña Estupiñan, Jefferson; Moreno Moreno, Carlos HernandoThis document is the final report of the internship developed at UAEGRD during the end of the year 2023 and the beginning of the year 2024, focused on updating the EMP presented by the contractor in the “CONSORCIO MITIGACIÓN DE RIESGOS BARUCH” for the works contract No. UAEGRD-LP-112-2023 with the intention of carrying out works for risk mitigation in surrounding areas in the urbanization Sasipa.Ítem Aplicación de los criterios de la interventoría ambiental para el seguimiento y control del proyecto de construcción de la segunda calzada tramo el Tablón –Chirajara de la carretera Bogotá – VillavicencioAguilar Ráquira, Samuel Alejandro; Mena Serna, MiltonThe present degree work, carried out through the Application Monograph modality, through a case study and in the line of research of the environmental supervision, contemplates the monitoring of the environmental management plan contained in the environmental impact study prepared by the Concesionaria vial de los Andes S.A. - COVIANDES S.A. for the construction project of the second carriageway in the El Tablon - Chirajara section of the Bogotá - Villavicencio highway. In the project throughout its development the following shortcomings have been detected: slippage of slopes causing prolonged closures, affectation in mobility, increase in travel times; collapse of the Chirajara bridge causing loss of life, damage to the soil, destruction of vegetation, pollution and diversion of the Chirajara ravine; mass movements at kilometer 58 producing with it waste on the road and surrounding bodies of water, collapse of bridge 1 dry pipe; banking instability leading to rising transport costs. The highway is divided into three sections, the construction project of the second carriageway is the intermediate section, which is divided into eight sectors, located within the jurisdiction of the municipalities of Cáqueza, Quetame and Guayabetal in the department of Cundinamarca. This project was licensed through resolution 81 of 2010 of the then Ministerio de Ambiente, Vivienda y Desarrollo Territorial, granting the environmental license to the then Instituto Nacional de Concesiones - INCO, today Agencia Nacional de Infraestructura - ANI, and whose license was transferred in its entirety through resolution 1612 of August 19 of 2010 in favor of the Concesionaria vial de los Andes S.A. - COVIANDES S.A, being this, the current holder and beneficiary of the environmental license; The project that is located between the abscissa el Tablon (PR34) and Chirajara (PR63) has presented major problems throughout its development, among them is the constant mass movements that occur at km 58 and that cause the constant closure of the highway, and also, the contingency presented in 2018 when the Chirajara bridge collapse occurred. As of 2021, the total reversion of the project by the concessionaire to the ANI has not yet been made, the completion of the new Chirajara bridge and other environmental tasks are still pending, the project's environmental license will remain valid and will be monitored and controlled until the beneficiary completes all the construction activities and environmental tasks that continue to be carried out to date. Additionally, and from the point of view of the supervision of construction works and in accordance with the line of research in one of the branches of the supervision, the environmental supervision, in this work the environmental monitoring methodology that is established by law and which serves not only for environmental authorities but also for all the supervisors of works that at some point must carry out environmental monitoring, this methodology is fully applied and is the one indicated in the "manual de seguimiento ambiental de proyectos: criterios y procedimientos” from the Ministerio del Medio Ambiente.Ítem Apoyo en el proceso de la incorporación de la gestión del riesgo para el esquema de ordenamiento territorial (EOT) del municipio de Albán, Cundinamarca.Bernal Riaño, Laura Katherin; Ussa Garzón, Jaime EddyThe following report is evidence of the degree work carried out through the internship modality, which covers the process carried out for the incorporation of risk management, which, however, will later allow the formulation of the EOT of the municipality of Albán, Cundinamarca. The above, based on Decree 1807 of 2014, compiled in Decree 1077 of 2015, with regard to the incorporation of risk management in land use plans. In this sense, the project worked on risk management, specifically the basic studies of threat by mass movements, floods and torrential avenues, which developed for the rural area, suburban soils (Chimbe, La María), the Road Corridor of rural services of Pantanillo and the urban area. In the process, the results are presented, in a first part, of the susceptibility variables and the triggering factors that lead to obtain the zoned areas in high, medium and low threat. In a second part, the results of the delimited and zoned areas in a condition of threat and risk are presented, which depend on the degree of threat identified (medium and high for areas in threat condition and high for areas at risk), and if you have infrastructure that may be affected (roads, housing, public services) for the risk issue, and areas susceptible to future development for threat.Ítem Incorporación de la gestión del riesgo en suelo rural en el proceso de planificación territorial de los departamentos de Cundinamarca, Norte de Santander, Cauca y BoyacáRodriguez Bonilla, Duvan Felipe; Quintana Puentes, RobinsonColombia is a country with recurrent events associated with mass movements, floods and torrential floods due to different climatic, topographic and social variations, among others. In order to prevent the possible effects of these events, it is necessary to analyze the territory within the framework of the law to understand its dynamics and thus formulate the necessary action plans to address possible emergencies that may occur. The analysis is focused especially on rural land, understanding that these are the areas where they occur in greater proportion, but for their analysis, according to current regulations, they are the ones that require the least requirements and level of detail in terms of cartographic inputs. Twenty-two municipalities were analyzed that were prioritized in agreement No. 719 of 2020 between the Servicio Geológico Colombiano (SGC) and the Ministerio de Vivienda, Ciudad y Territorio (MVCT), these municipalities are included in the project "Actualización del mapa nacional de amenaza por movimientos en masa, escala 1:25.000" led by the SGC. Based on the technical recommendations documents prepared by the SGC and MVCT experts, general recommendations were generated that can be replicated and scalable to other municipalities that are in the process of diagnosing their Land Use Plan (POT) or that share technical characteristics that allow them to guide decision making focused on proper risk management.Ítem Plugin para la zonificación de amenaza por movimientos en masa implementando el uso de imágenes sentinel 2, en el Municipio de Chíquiza (Boyacá)Lozano Ramírez, Diego Alberto; Baquero Carvajal, Loren Sptefannie; Vargas Tejedor, YeseniaThe principal aim of this study was to develop and implement an extension to the ArcGis 10.5 desktop program, which had the functionality to perform a threat zoning by landslides. For this, the extension called "Plugmma", used information captured with remote sensors, and existing thematic information. Plugmma sought to automate and optimize the quality and processing times of information to generate mass movement zoning, a process that is traditionally carried out in relatively long times, since the geoprocessing of information leads to repetitive efforts, which are limited by the Information gathering on terrain.Ítem Svza el rosal: sistema de visualización de zonificación de amenazas del municipio de el rosal cundinamarca, colombia.Buitrago Peña, Katherine; Rojas, John Alexander; Ramirez Fernandez, Salomon Eistein; Ramirez Fernandez Maritza [0000-0002-2845-6566]Risk management and territorial planning in the municipality of El Rosal, Cundinamarca, require advanced tools to improve accessibility to geographic information. This paper presents the implementation of the Threat Zoning Visualization System (SVZA) for El Rosal, which facilitates the consultation of data on natural threat zoning and events reported by official entities. The municipality faces significant challenges due to the outdated Land Use Planning Scheme (EOT) and the lack of adequate tools for the consultation of geographic information, which limits the capacity of local stakeholders to efficiently manage and mitigate risks. The implementation of the SVZA geo-viewer was carried out in four phases: identification of needs and requirements, definition and design of components, implementation of the geo-viewer, and validation and evaluation. This project represents a significant advance in the use of geospatial technologies to improve risk management and territorial planning in El Rosal, in line with the principles of security and sustainable development. The geoviewer allows the visualization and consultation of various layers of geographic information, improving decision making and facilitating access to critical data for inhabitants and stakeholders.Ítem Zonificación de amenaza por movimientos en masa en el suelo rural del municipio de Cajicá, CundinamarcaSegura Sandoval, Juan Camilo; Ramírez Ramos, Carlos GermánThis work was carried out within the framework of the contract between ARCO and Cajicá, in the development of the POT of the municipality and its corresponding hazard zoning studies for the incorporation of these in the management plan. This emphasizes the importance of identifying the most at-risk places, in order to apply management strategies for these areas that are exposed to hazards and risks, and implement policies that help to avoid different tragedies and preserve the heritage and lives of the people of the municipality. For the calculation of susceptibility due to mass movements, an adjusted conceptual model of the Colombian Geological Service was applied, which applies a weighting model taking into account different variables such as the curvature of the plane, slope, geological units, soil cover, among others; for which different geodatabases were reviewed and debugged. Once the susceptibility is calculated, the temporal probability is also taken into account, which is obtained from daily rainfall thresholds and from the study of the catalog of events that have occurred both in the municipality and in the surrounding areas, in addition to event points that were identified through a multitemporal study of orthophotographs of the rural area of Cajicá. Thus, the calculation of the threat is obtained and the respective zoning is carried out; which is later validated to verify the quality of the study. Finally, the documentation of the development of this project was carried out.Ítem Zonificación de susceptibilidad a movimientos en masa en la microcuenca Tabacal - municipio de la Palma, departamento de CundinamarcaGarcía Álvarez, Gustavo Adolfo; Rache Rodríguez, Johanna Andrea; Serrato Álvarez, Pedro Karin; López Salgado, Héctor JaimeThe municipality la Palma in the department of Cundinamarca, has historically presented a tendency to activate mass movements, in order to zonify the Tabacal creek micro-basin due to susceptibility to mass movements according to the Mora-Vahrson modified equation, adopting the SGC evaluation criteria (Does not take into account detonating factors), the inventory of mass movements and the layers of geomorphology, land cover, geology, soils, slopes and conflict of use, at a scale of 1: 25000, were used as information source. It was obtained that the Tabacal micro-basin has a medium-high susceptibility to mass movements, however the areas with higher slopes and sedimentary lithological associations were classified as high and very highly susceptible, which suggests paying special attention in those sectors.
