Resumen
This document proposes a contextualized managerial model for strengthening the popular economy in Bogotá, with a focus on informal street vendors. Based on a qualitative research approach, including semi-structured interviews, regulatory review, and analysis of traditional and emerging managerial models, the study identified empirical management practices, structural challenges, and undervalued organizational capacities within the sector. As a result, the GEPPOP model (Participatory Management for the Popular Economy of Bogotá) was developed, structured around twelve operational components focused on progressive self-management, functional associativity, and articulation with institutional actors. The study concludes that it is possible to enhance the entrepreneurial capacities of popular economy actors through accessible, pedagogical, and culturally relevant tools, promoting voluntary pathways to formalization while recognizing the strategic value of this sector for inclusive and sustainable urban development.
