Caracterización municipal territorial en los Departamentos de Antioquía, Córdoba, Chocó, Guainía y Putumayo con fines de catastro multipropósito

Abstract

Within the framework of the peace agreements in Colombia, the first item states that "The National Government will implement: a general, comprehensive and multipurpose cadastral information system that within a maximum period of 7 years will complete the formation and updating of the rural cadastre, link the rural real estate registry and be executed within the framework of municipal autonomy", this as a measure to promote the adequate use of land according to its vocation and stimulate the restitution and equitable distribution of the same, guaranteeing progressive access to rural property for those who live in the countryside. In order to comply with all of the above, and specifically in the municipalities prioritized by the peace process, the national government has set forth the obligations to start a general cadastral information system that is comprehensive and multipurpose in nature, entrusting this task to the Agustín Codazzi Geographic Institute (IGAC). Taking into account the above, it is necessary to formalize the municipal territorial characterizations of these specific areas of the country, in order to provide prior knowledge of these territories and to establish a starting point for a cadastral updating process in these areas, which will generate future relevant information for the development of policies that have an impact on the community and, more importantly, on the fulfillment of the peace agreements. Therefore, the IGAC, through the Directorate of Geographic Information Management, entrusted its Sub-Directorate of Geography and Cartography with the municipal territorial characterization, where 4 phases were proposed to be carried out in 31 municipalities, where some of them belong to the Program for Development with Territorial Approach PDET, and of which 5 municipalities have already been delivered or are in the process of elaborating the characterization and thus be able to respond to what was agreed in the different laws and documents that make mention of the country's need to update its cadastral information.
