Resumen
In compliance with the provisions of the Law of Victims and Land Restitution Ley 2011 1448, the National Center of Historical Memory [CNMH] should integrate a file with the original documents or reliable copies pertaining to or documenting the violations on the occasion of the Colombian internal armed conflict since the first of January 1985 to the present.
To comply with the provisions of that Act, the National Center of Historical Memory through one of its technical divisions, specifically the Directorate of Human Rights Archive [DADH] must collect, preserve and guard them or collect materials of They are voluntarily submitted by natural and legal persons of public and private law.
These collected documents should be admitted to the file and documentation center after being operated technically; why depending on the characteristics of each documentary collection conditions, CNMH perform the procedure in question or, failing that, will support the natural or legal persons who own documentation, in the embodiment thereof. Extending the concept of technical intervention, this is implementation of organizational activities, description and digitization necessary to make available to users the documents collected in the Archive of the National Human Rights Center of Historical Memory:

Documentary Organization. Archival process oriented classification, management and the description of the documents of an institution. (General Archive of the Nation, Agreement 027, 2006).

Scanning. Technique that allows the reproduction of information that is stored in analog (media: paper, video, cassette, tape, film, microfilm and others). Into one that can only be read or interpreted by computer (General Archive of the Nation Agreement 027, 2006).
In this context and given the characteristics and heterogeneous conditions of the materials collected in terms of media and the state of organization of the same, the need to standardize the technical intervention files evidence because otherwise the operations carried out and resources invested can be insuficientespara enforce the law establishing an archive of original documents or true copies of all the facts victimizantesa referenced Victims Act; creating a risk to the preservation of files essential to the understanding of historical truth human rights, the guarantee against impunity and prosecuting those responsible for human rights violations ..
For the above conditions and to implement efficiently the goals established for collection of files File Management of Human Rights, it is necessary to design the model for production management system for technical documentation intervention collected, which consist standardize operations and implement programming techniques and production control, it technically in order to organize the production system of technical intervention files.
