This monograph analyzes the sustainability of tourism in Bogotá D.C., evaluating the guidelines established in the territorial ordinance plan "Bogotá Reverdece 2022-2035" and their articulation with other district planning instruments such as the District Development Plan (PDD), the District Public Tourism Policy, and the Annual Operational Investment Plans. Using a qualitative and descriptive approach, based on a documentary review, the main sustainability factors of the tourism sector are identified, taking as reference the criteria of the Global Sustainable Tourism Council (GSTC) for a sustainable destination. The results show that, although the POT incorporates the three pillars of sustainability and prioritizes the economic component through innovation and diversification strategies, it presents weaknesses in its social and environmental approach, as it does not adequately consider equity, labor rights, the evaluation of environmental aspects and impacts, and the implementation of differential environmental actions for the tourism sector. Furthermore, there is a lack of coordination between planning instruments, especially between the POT and the PDD, which limits the coordinated implementation of policies. Regarding financing, significant reductions in public investment were observed after the pandemic, generating a budget deficit for the sector and jeopardizing the achievement of its proposed objectives. Finally, the need to strengthen institutional, technical, and financial alignment is raised to consolidate a truly sustainable tourism model that prioritizes social well-being, environmental conservation, and efficient governance in the tourism sector.
