Initially the problem prior to the Law was that there were different entities with different programs but that basically pointed to the same thing, the problem was that the implementation in a disjointed way the population was not going to achieve the necessary stability in the process of overcoming of vulnerability due to displacement or other victimizing acts. The SNARIV establishes policies, strategies and instruments for planning, management, monitoring and evaluation, in order to materialize measures to guarantee comprehensive care, assistance and reparation to victims. This coordination scheme entails the implication of a lack of innovation in the articulation structure, since what was done was to change the decision instances but to maintain the same institutional model, perhaps some additional monitoring functions were added through However, coordination is still delegated to the formation of institutional spaces, leaving aside the articulation of actions of the entities that implement the victim assistance policies. The Unit for Victim Assistance and Reparation (UARIV), the entity currently in charge of the coordination task in the implementation of comprehensive care and reparation policies for victims, thus has the responsibility of coordinating such a system, although the responsibility for the effective enjoyment of rights is distributed among different institutional actors. For example, the right to health involves the Victims Unit (which coordinates it), the Ministry of Health, the Superintendence of Health, the health departments at the departmental, district and municipal levels, the companies of health of the contributory and subsidized regime, Hacienda and FOSYGA, among others. (MARTÍNEZ Noguiera, 2010) 17 The main problem is to be able to integrate the offers of the different entities that are part of the compliance with Law 1448 and SNARIV, noting that there is little access to the measures and that the information of the institutional offers must be integrated into a system and easy access to victims, for which a model is proposed to improve the current processes and information systems, in order to obtain greater access to the institutional offer and the improvement of the current model.
