Decree 1900 of 2006 is an improvement over that described in Article 43 of Law 99 of 1993, where the economic compensation is ratified and development should be given to water bodies, which are subject to use in implementation of large projects (extractives, road concessions and exploration). Unfortunately, the ignorance of the executing agencies of large projects on economic investment in watersheds object primary catchment leads to breach of this obligation, which creates discomfort in the inherent benefits of these bodies of water communities. Why study the problem mainly in protected areas and especially in the Natural Sierra Nevada de Santa Marta National Park? The Sierra Nevada de Santa Marta and surroundings are places of sufficient biodiversity, and therefore potential areas for mining and hydrocarbon exploration, why is chosen as a site under study, for having one of the most important supply of natural water sources northern stars. From the study of concessions and compliance remuneration for acquisition and use of natural water sources, it is evident that failure in this area is high, and therefore the approach of guidelines for such compliance is carried out can be functional for corporations responsible for ensuring the same and for the System of National Parks, towards these investments are made within its jurisdiction to propender for the conservation of biodiversity and natural recirculation of hydrological process in these natural sources.
