Resumen
This work corresponds to the generation of a pedagogical-administrative proposal called Cátedra del Agua (CA), which seeks to provide support for the improvement of the comprehensive management of water resources in the country, based on the declared and evident water crisis, since in Colombia historically environmental education and ensuring basic sanitation have been a challenge, so the CA aims to be a project capable of tackling the main problems around water with an inclusive and participatory vision, always supported by scientific aspects and current technology to transmit knowledge and share experiences. The Francisco José de Caldas District University in its exercise as an educational and public institution must put at the service of the community through the extension and social projection of the teaching and research work of its students, seeking to meet the needs of the population and communities in need improve their quality of life, with the full conviction that Education is the fundamental pillar. The CA seeks to become part of the international scheme of UNESCO Chairs with the aim of enriching the project and contributing structured knowledge to the educational community and the general population. The research carried out showed that the AC should be a project with a broad cultural and artistic content as well as the technical and scientific one that manages to impact the interest groups for the understanding of the basic concepts of the dynamics of water, the relationship of the human being with the resource, regulatory and political management and comprehensive management of this. The operating mechanism will be as an extrinsic chair, with the active cooperation of invited teachers and experts who promote the active participation of enrolled students and encourage constant research for the development of proposals for IWRM.
