Resumen
This monograph explores the significance of traditional and ancestral games in the Usme district, located in the south of Bogotá, as a key tool for preserving cultural heritage, strengthening social bonds, and providing recreational opportunities for the community. It focuses on how these games were integrated into two local development plans: "Usme Mejor Para Todos: Prospera, Segura, Ordenada, Educada Y Con Cultura Ciudadana 2017–2020" and "Usme Un Nuevo Contrato Social Y Ambiental Para El Siglo XXI 2021–2024." The first plan emphasized street games, like spinning tops and kite festivals, with the goal of fostering local identity and social integration across different age groups. In contrast, the second plan took a more inclusive approach, prioritizing the involvement of indigenous communities and the preservation of ancestral games as part of Usme’s cultural heritage. The main aim of this study is to conduct a comparative analysis between both approaches, identifying similarities, differences, and assessing their social and cultural impact on the Usme community. Additionally, it examines the challenges in implementing these projects, such as resource management and ensuring transparency through the public contracting platform SECOP II. The analysis seeks to offer recommendations for improving future recreational and cultural initiatives in the district.
