Estudio de viabilidad de una Sede de la facultad de Ingenierías de la Universidad Distrital Francisco José de Caldas en la localidad de Suba, en el marco del proyecto integral de la Ciudadela Educativa y del Cuidado

The city of Bogotá D.C. is undergoing a stage of transformation with the District Development Plan Bogotá Camina Segura 2024–2028. According to the Urban Development Institute (IDU), there are 113 ongoing infrastructure projects aimed at improving citizens’ quality of life and mobility. Among them are the first metro line, the aerial cable in San Cristóbal, and the Ciudadela Educativa y del Cuidado, a revitalization project that seeks to transform the localities of Suba and Engativá. This project includes the construction of the second metro line, new public university campuses, additional schools, health centers, as well as the improvement of roads and public spaces. The Universidad Distrital Francisco José de Caldas was invited during the administration of Claudia López (2020–2023) to participate in this macro-project, leading to the proposal of a new campus for the Faculty of Engineering. The purpose of this new campus is to expand the university’s educational capacity, both in terms of student enrollment and the creation of new academic programs, thereby reducing student overcrowding and avoiding the outsourcing of physical spaces. This study is structured around four key dimensions of feasibility. The market feasibility analyzes student demand for the Faculty of Engineering’s undergraduate programs, the existing supply, and their interaction, while also including a comparative analysis with other universities in Bogotá D.C. offering similar programs. Technical feasibility involved projecting the required capacity for the new campus in terms of student resources, faculty resources, and physical infrastructure such as classrooms, laboratories, and other facilities. Administrative feasibility characterized the current organizational structure and its ongoing updates in order to identify the administrative requirements of the new campus within a multi-campus model. Finally, legal feasibility focused on compliance with regulations and legal requirements regarding participation in the macro-project, the construction of educational facilities, and the establishment of both new and existing academic programs. The final outcome of this work is a compendium of proposals and recommendations related to each feasibility dimension analyzed, which may serve as support for decision-making during the stages following the formulation of the Universidad Distrital Francisco José de Caldas’ participation in the Ciudadela Educativa y del Cuidado macro-project.
