dc.description	La imagen contiene una noticia acerca de La Ley de 17 de septiembre de 1864, que establece que la ciudad de Bogotá será la capital del Estado. La Corte del Estado y el Procurador se trasladarán a Bogotá a partir del 1 de octubre del mismo año. La ley contempla la asignación de fondos en el presupuesto para la traslación de archivos y útiles, y se suprime la Gobernación de la ciudad de Bogotá. Además, se establecen disposiciones sobre la lista de conjueces, la creación del cargo de "Alcalde del Distrito" con sus respectivos empleados, y se otorgan facultades a la Corporación municipal de Bogotá en asuntos propios del Distrito. Se destaca que el Presidente del Estado no puede delegar la facultad de hacer nombramientos que la Constitución o la ley le autorizan. dc.description.abstract	The image contains news about the Law of September 17, 1864, which establishes that the city of Bogotá will be the capital of the State. The State Court and the Attorney General will move to Bogotá as of October 1 of the same year. The law contemplates the allocation of funds in the budget for the transfer of files and supplies, and the Government of the city of Bogotá is abolished. In addition, provisions are established on the list of co-judges, the creation of the position of "Mayor of the District" with its respective employees, and powers are granted to the Municipal Corporation of Bogotá in matters pertaining to the District.
