The image contains news about the Law of September 17, 1864, which establishes that the city of Bogotá will be the capital of the State. The State Court and the Attorney General will move to Bogotá as of October 1 of the same year. The law contemplates the allocation of funds in the budget for the transfer of files and supplies, and the Government of the city of Bogotá is abolished. In addition, provisions are established on the list of co-judges, the creation of the position of "Mayor of the District" with its respective employees, and powers are granted to the Municipal Corporation of Bogotá in matters pertaining to the District. It is highlighted that the President of the State cannot delegate the power to make appointments that the Constitution or the law authorizes him to do.
