Análisis de la vulnerabilidad por avenidas torrenciales en la Vereda Pekín y el casco urbano del Municipio de Fusagasugá.

Resumen
Due to the emergency suffered in 2014 in the municipality of Fusagasugá - Colombia, one of the ravines located in the eastern zone in limits with the urban helmet, overturned causing multiple economic losses and a human loss, for this was seen the necessity of Implement the present project. The study analyzed the problem of the affected sector in depth and it was decided that the analysis of the vulnerability of the sector would be a good product to deliver to the inhabitants of the affected area and to the municipality so that with the elements of weight for taking Decisions on projects to be carried out or as a basis for future interventions in the area. Based on this premise it was decided to advance the analysis where the three pillars to take into account would be the index of fragility, loss and resilience to torrential avenues. Initially based on the adaptation fund methodology (Fondo Adaptación Colombia;Ministerio de Medio Ambiente Colombia; Mnisterio de Hacienda Colombia, 2014), socio - cultural surveys and structural evaluations were carried out on the most affected dwellings in the overflow of the creek, obtaining socio - cultural fragility and For the physical fragility, the methodology developed by the UDIC research group of the Universidad Distrital Francisco José de Caldas, complemented the evaluation with the methodology of the Asociación Colombiana de Ingeniería Sísmica – AIS (Buriticá & Peralta, 2002), was used for physical fragility. Then, with the help of geographic and economic information provided by the municipal planning office, the calculation of the index of loss per property is carried out, followed by the resilience index, to finally obtain the maps of vulnerability and other maps associated to this analysis. To complement the study we performed a multitemporal analysis of images where we included an aerial image of the IGAC (Instituto Geográfico Agustín Codazzi) taken in 2009 together with aerial images taken with a Dron in 2017, for this image processing were used Technological tools such as AgiSoft, Erdas, Ilwis, PCI. Finally, to improve the presentation of the product to be delivered, a Geovisor was designed where municipal entities or any interested party can consult all the information collected in the field and index maps and final analysis, in addition to this an android application was designed that allows to have all the information Final project information, portable type for viewing on any mobile device
