This document aims to account for the direct impact of the recently proclaimed law 1804, "which establishes the state policy for the integral development of early childhood from zero to always and other provisions are dictated" in the Municipality of El Salvador. Rosal, 40 minutes from the city of Bogotá. This is achieved through qualitative research with a hermeneutic approach, which aims to collect, through semi-structured individual interviews, field observations and discourse analysis, the experiences that show the reality of the application of this law punctually in the statement regarding the development and initial education and educational transitions. The studies of the collected information will be focused from the perspectives of the documentary analysis and the oral discourse of the parties involved in this investigation: on the one hand, the state and its directives (law 1804 of 2016) and on the other, who would be the directly benefited from this law in the municipality of El Rosal.
