Abstract

To guarantee the progress and development of a city, there must be policies and regulations that establish basic guidelines regarding the construction development and improvement of infrastructure in general, where the engineering component participates actively and constantly since it allows the establishment of technical parameters that allow the functionality and implementation of new technologies. Understanding this, in terms of transport infrastructure there is a lag in the country, at the national level there are delays in construction and structural failures in the road network; Bogotá is no stranger to this situation, so strategies have been encouraged that allow the control and monitoring of activities that guarantee the functionality of the roads. As a result of this problem, the need arises to implement tools that guarantee sustainable and intelligent mobility, in the same way regulatory entities are required to ensure compliance. This work has been carried out by the national government: "Given the importance and speed with which the different issues of the infrastructure sector must be articulated and coordinated, it is pertinent to create a body that meets more regularly and has specific functions that allow recommendations to be issued that seek the solution of the issues described here in the shortest possible time" (Ministry of Transport, 2018). The correct development of road infrastructure is essential to guarantee the quality of life of the population, in general terms the proposed projects depend on the income and capital investment made by local governments, as stated by the mayor's office of Medellín with the eco-city program, which has as its main objective "To build and adapt road and pedestrian corridors to implement improvements to the current conditions of the city". road infrastructure, in some previously identified sites that present problems of congestion and accidents, and given the characteristics and variables of the road" (Mayor's Office of Medellín, 2023), ensuring the integrity of road users.
