Abstract

The Regional Autonomous and Sustainable Development Corporations will be in charge of monitoring the execution of the POMCAs on an annual basis as established in Decree 1640 of 2012. In turn, the Technical Guide for the Formulation of Plans for the Management and Management of Watersheds of the 2014 determines that the POMCA must contemplate 6 phases that are: Appeal, Diagnosis, Prospective and Environmental Zoning, Formulation, Execution, Monitoring and Evaluation. 2 of these phases are vital for the monitoring process. First the Formulation phase since in this the Monitoring and Evaluation Program for the respective POMCA must be generated, and then the Monitoring and Evaluation phase which must be carried out based on the Monitoring and Evaluation Program referred to above.
