Resumen
The REDA (Open Digital Educational Resources) strategy implemented by the national education ministry wanted to centralize knowledge and maintain it as an open access, with the considerations taken into account for the REDA by the management of the experts and different Personnel that in one way or another put their grain of sand, so that the strategy would come to fruition. For this purpose it was decided to create and feed the CEM 2.0 standard for the correct cataloging of the metadata since it found that there was no defined standard in the country to catalog the REDA. Each educational institution used the one that best suited their needs, therefore the standard was worked on using the IEEE 1484.12.3 standard as a reference framework; 2005 (LOM) emphasizing mainly in the educational fields. A national REDA repository was developed and implemented which would be responsible for hosting the NETWORKS cataloged under this new standard. A standard repository was developed for the educational institutions that accepted the strategy, to host the REDA cataloged by the institution and were the object of collection, search and recovery. An application in Java programming language was developed to catalog the REDA according to the CEM 2.0 standard. This resulted in the development of a whole technological ecosystem that would meet the requirements of the national strategy.
