Las representaciones sociales de las capacidades humanas en los jóvenes de Ciudad Bolívar, en el marco de la política pública de juventud

Resumen
The following research presents an analysis of the S. Moscovici's theory social representations from about the human capacities of the young people of the prioritized neighborhoods in the “Ciudad Bolívar” who have been part of the construction of the new public policy of youth 2018 - 2030 (PPJ). The elaboration of this last one is led by the youth’s subdirectión of the District Department of Social Integration (SDIS) for this it carried out a series of dialogs and conversatorios at district level giving to know and to feed back the characteristics of the new youth policy. The documentary review generated three thematic axes: social representations, human capacities and youth public policy, as well as two subcategories that are human development and youth citizenship. The ethnographic approach as a research technique allowed us to know, using interviews, questionnaires and a focus group, the ideas and meanings of the participants of the dialogues and those young people who are contextualized with the contents of the PPJ. In addition, testimonies were compiled about the realities and problems of the prioritized neighborhoods where they have generated affirmative actions to generate greater protection of their fundamental rights from the dynamics of the artistic, sports and environmental groups to which they belong, the information was systematized in categories of analysis to elaborate the social representations, inquiring about their dimensions, namely, information, field of representation and attitudes. Where young people prioritized the capacities of the PPJ, they expressed the scope and limitations that its implementation could have and the impact it could have on the locality. Finally, the conclusions show should be the perception youth public policy.
