Guía metodológica para el seguimiento de los POMCA en la etapa programática mediante el uso de herramientas SIG (CAR Cundinamarca)

Abstract

In Colombia it is the responsibility of the environmental authorities to ensure the care, preservation and when required, the proper restoration of environmental resources and ecosystems. The Watershed Management and Ordination Plans (POMCA) are the most forceful tool of the Regional Autonomous Corporations (CAR), to exercise that control and supervision over the proper use and management of the resources available for the river basin. The materialization of these actions is carried out through the programmatic component, where projects established in specific geographic locations are formulated. CAR Cundinamarca is obliged to monitor the development of these projects, for this reason it is necessary to develop a specific geographic tool that allows different types of analysis to be carried out and later appropriate decision-making. The internship modality degree work was a project that was responsible for the design and implementation of an adjusted data model with the development of a methodological guide for it. It developed in four phases; From the information corresponding to each POMCA approved in the jurisdiction of the CAR Cundinamarca (Río Garagoa, Río Bogotá, Río Alto Suarez, Río Medio and Bajo Suarez, Río Carare Minero, Río Seco), the diagnosis of both geographic information as conceptual in order to know what inputs were available; Considering this information, an adjusted data model was designed and implemented, generated from different geoprocessing of the same, subsequently the information analysis was carried out, thus guaranteeing its veracity and quality. Finally, the projects of each POMCA were spatialized, materialized in map files and graphic outputs. Additionally, a methodological guide was developed to intervene or modify this information in an appropriate way.
