In this edition of the Voices and Regions program, the coordinator of the INCI (National Institute for the Blind) discusses the differences between blind individuals and those with low vision. She explains how some rely on Braille for reading and writing, while others use specialized notebooks tailored to their needs. The discussion also highlights the situation of visually impaired individuals in Inírida, Guainía, emphasizing the importance of providing them with appropriate education and support, as outlined in Law 143 of 1938.
A key part of the conversation focuses on Tómas Acosta, a blind musician from the region who dedicates himself to teaching music to children, demonstrating how individuals with disabilities can contribute significantly to their communities.
