Resumen
In the first instance, reference must be made to "territorial planning." According to the provisions of Law 388 of July 18, 1997, territorial planning is a set of concerted political-administrative and physical planning actions undertaken by a territorial entity, in the exercise of the public function that corresponds to them, within the limits set by the Constitution and laws. This is done in order to have efficient instruments to guide the development of the territory under their jurisdiction and regulate the use, transformation, and occupation of space in accordance with socio-economic development strategies and in harmony with the environment and historical and cultural traditions. Territorial planning processes are not exempt from constant normative updates. Therefore, the incorporation of basic studies for risk management is of vital importance, as stated by Decree 1807 of 2014 compiled in Decree 1077 of 2015 and Decree 1232 of 2020. Additionally, the incorporation of the thematic axis of Climate Change is essential, starting from the third national communication on climate change conducted in 2017. In this context, this document is presented as an analysis of the environmental dimension of the municipality within the framework of the diagnostic stage. The ultimate objective of this technical support is to formulate a Primary Ecological Structure based on the environmental determinants issued by the Regional Autonomous Corporation - CAR Cundinamarca. This should encompass all elements of environmental importance, including those defined by the Zoning of the Río Negro POMCA, approved by Resolution 497 of 2022
