This research paper addresses the proposal of guidelines for the formulation of a community risk management school in the Miraflores district, located in the municipality of Miraflores, Boyacá. The initiative is based on community risk management as a participatory strategy that highlights the relevance of local knowledge in preventing risk scenarios, with the aim of strengthening resilience in rural communities. The initial analysis revealed that, in Miraflores, risk management is mainly limited to emergency response and prevention through infrastructure, without integrating participatory approaches or fostering community-led initiatives. In this regard, to structure the community-based risk management school, a preliminary characterization of stakeholders was conducted through community engagement, followed by the application of two survey models (physical and virtual). Based on the collected information, a Stakeholder Matrix was structured, and using the open-access software MACTOR, tools such as the Direct Influence Matrix (MID), the Valued Positions Matrix (2MAO), and the Convergence and Divergence Analysis among stakeholders were developed. As a result of this process, and considering field feasibility, the Community Action Board (JAC) of the Miraflores district was selected as the territorial and social actor responsible for developing the pedagogical activities for the formulation of the Community-Based Risk Management School. Subsequently, a prior technical-documentary diagnosis was conducted to define the pedagogical tools to be implemented in the field. In this context, during the sessions of the Community-Based Risk Management School, a participatory diagnosis was carried out with the Community Action Board, identifying threats and vulnerabilities in the district using the social mapping tool. Participants then recognized anthropogenic activities that could increase risk materialization and, finally, developed specific action proposals aimed at reducing risk scenarios. As a result, it is concluded that the guidelines formulated in this research can serve as a reference for similar initiatives, with potential implementation at the municipal level. Furthermore, the importance of considering the particularities of each stakeholder and their dynamics within the territory is emphasized to ensure the effectiveness and sustainability of these strategies in each context.
