Mesa de patrimonio ancestral cultural y ambiental de Usme: una aproximación a la gobernanza territorial desde la organización comunitaria

The continuous process of community empowerment in Usme locality, responds to urbanism planning treats since 90`s decade due to first laws about territorial planning in the capital city of Bogotá. This phenomenon shows insufficiency in government forms that involve community demands and necessities in the local development planning process. In this scenario, la mesa de patrimonio Usmeka appears like a community participation platform, which has allowed advancing in the search of more participative democracy shapes where citizenship and theirs organizations forms are recognized in decisions-taking process through a co-responsible work with government, like the governance focus suggests. This case study allowed us to identify some of these social achievements, the modification of the plan parcial el Carmen, included in the operacion estrategica nuevo Usme, and the declaratory of Usmes’s arqueological conservation area in 2014; both are explained in their internal strengths associated to: the appropriation sense to the ancestrally of territory, the use of the tools and formal platforms, their negotiations capacity with the institutional sector and the academic support from different disciplines. Each of them offers a greater capacity to face the risks that the political, normative and social environments imply in order to continue in the establishment of new management forms of social, cultural, politics and environmental aspects in their locality.
