The Special Administrative Unit of Cadastre is organized as a Special Administrative Unit of the district order of the decentralized sector by services, of an eminently technical and specialized nature, with legal status, administrative and budgetary autonomy and with its own assets, attached to the District Secretariat of Finance, Among their jobs and tasks, they add to the country's initiative to form a multipurpose cadastre updated 100% by 2026. Among the guidelines and strategies that were proposed for this purpose is the free transfer of assets that can be given between public entities, from which the existing formalization mechanism between public entities is developed to transfer the properties between them, and thus guarantee that the required owner within the framework of his functions, and in accordance with the provisions of article 276 of Law 1955, corresponds to their needs for housing and infrastructure issues. The country had a low cadastral update before implementing the multipurpose cadastre, which led to large-scale informality of rural land, which translates into limited official information to manage, in order to advance formalization programs in the municipalities, and with the objective of having the full identification of properties located on rural and urban land in the territorial entities and the ownership relationships between people and the land. The Special Administrative Unit of Cadastre has a property base updated as of January 2023 with which a contrast can be fully identified between the properties managed by the National Land Agency, which enter a pre-viability stage for their formalization, this for through advice and fundamental inputs to carry out the formalization of private rural properties in the town of Sumapaz, working hand in hand with the Francisco José de Caldas District University.
