Resumen
The area known as the eastern hills area was declared as Protected Forest Reserve Forest East Bogotá, and later as a Protective Forest Reserve National Order. These declarations were specially given by the biophysical characteristics that are present in these systems high mountain, and water riches that exist in this region and the importance they represent for the water supply of the city of Bogota. Following declarations as a protective area, conflicts are presented primarily environmental and social type, especially the constraints of land use in this region. This area of mainly rural character that maintains a peasant tradition and the development of their socio-economic activities are within their own framework of the agricultural line, presents a conflict policies and management practices that are given for a land use forest protection. This paper conducted an analysis of the relationship between problems (social and environmental) present in the Forest Reserve Oriental Bogota Borde and his approach on instruments of territorial planning in Bogota, starting with identifying problem, after they review development plans and management plans Bogota between 1998 and 2016 and finally comparing the institutional and planning actions against current social and environmental issues within the East Rim Forest Reserve.
