Resumen
The main objective of this thesis is to develop a management tool to optimize the administrative processes of the supervision in the execution stage of neighborhood-scale park projects in Bogotá. To do so, a comprehensive analysis of the administrative processes was carried out by applying tools such as the SWOT matrix and flow charts, identifying the main components of administrative supervision: documentary, financial, schedule and legal control. Based on the results, a management tool called RC 25 Registration & Control was designed and developed, implemented in Microsoft Excel, which allows consolidating the traceability of the activities executed in the four pillars mentioned. This tool facilitates real-time supervision of the contract status, including financial monitoring, schedule control, document management and legal compliance. In addition, it does not require additional licenses, which guarantees its accessibility. The development of RC 25 was based on the analysis of five representative case studies of neighborhood parks in Bogotá, which cover different intervention characteristics, budgets and execution times. Based on this experience, an operational guide was designed containing technical and administrative criteria, flow charts, control templates and clear instructions for its implementation.
