Análisis de la política nacional para la gestión integral del recurso hídrico con relación a la planificación y manejo del recurso hídrico subterráneo en Colombia

Resumen
The PNGIRH emerged as a measure to guarantee the sustainability of water resources, based on which sought to establish policy guidelines for its protection, conservation and use efficient. Given the growing importance of the underground water resource, faced with scenarios of climate change, for its social, economic and environmental benefits, in the present work the analysis and evaluation of the PNGIRH is carried out, in order to establish consistency of its formulation and the progress in the implementation and compliance of its elements and measures management. The analysis was carried out by reviewing its content and the consistency of its elements to define an adequate diagnosis, problems, objectives, strategies, goals and indicators, and determine the progress of their implementation and compliance based on monitoring and evaluation documents, generated by the Ministry of Environment and Development Sustainable- MADS and the National Planning Department – DNP. The results allowed show that the main problem was the lack of knowledge of the water resource underground, which is why the Policy guidelines were oriented towards the advancement of planning instruments such as the POMCA and PMMAA, through which it was intended advance simultaneously in the knowledge of the resource and the establishment of measures of protection planning, and management that will guarantee its sustainability. The proposed goals and indicators were not clear and made their measurement and compliance difficult, as they were established based on strategic and non-quantifiable actions. With the review of the monitoring and evaluation of the policy, showed the insufficient progress of the proposed instruments of ordering and planning and compliance with the goals and indicators related to their formulation and implementation. In response to the identified problem, improvement measures are proposed through actions aimed at the correct formulation and implementation of the POMCA and the PMAA, in accordance with the guidelines and requirements established by current regulations and the methodological guides for its formulation, providing solutions to gaps and problems related to its articulation and execution
