Actualización del proceso de estratificación en el área urbana del Municipio De Soatá – Boyacá

Abstract

Within the activities of professionalization in any career, it is necessary to perform tasks that allow to capture in the real environment, the achievements that have been obtained in a theoretical way; strengthening the process of development in the community, in this case will be carried out through the process of updating socio-economic stratification, a task that allows us to enter into our own community and thus provide inputs for the development of the territories to which it belongs. The implementation of the activities of the Stratification Process should be based on the initiative of the local governments, in order to have tools that express the current characteristics of the houses and the environment of the municipality, which is a task that requires special care and necessarily in the leadership and support of the municipal authorities, in many areas, for credibility with the inhabitants of the Municipalities and economically with the different trainings to the working group that become indispensable, but in the same way this process provides a greater security for the application of the different tariffs and charges in some basic services, due to the fact that through this the true socioeconomic situation of the inhabitants of any sector, in this case of the urban sector of the municipality of Soatá, is known. Taking into account that this process has not been carried out for several years, the situation in these neighborhoods and in each of the sectors is unknown at a general level, so that the participation of citizens in the payment of public services is being implemented as it should be, according to the Public Services Regime that in its article 365 says "public services are inherent to the social purpose of the state" 9 Within the analysis carried out and with which it came to the conclusion of taking the decision to carry out the updating of the stratification in Soatá, it was to contemplate that one of the great shortcomings that exist in the municipality is the lack of mechanisms that guarantee both the citizen and to the Administrative entity that the socio-economic condition of the municipality is the real one, since when holding a meeting with Mr. José Giovany Pinzón Mayor of the Municipality for the period 2012-2015, on what would be the course to take by the ruler, and its development plan, it was not evident the tool that would help to see the situation reflected, that is why one of its goals was to carry out the studies that take place in order to have a mirror that shows the true situation of the Municipality. In order to fulfill its objective, it was reflected in the development plan to carry out 2 processes that due to the inefficiency of the past administrations had not been carried out, namely were: Perform the process of cadastral Update of the entire municipality, the date of admission the president was found that the last urban cadastral update was in 2006 and the rural in 1993, also found that the stratification process was carried out in 1998 and that in the rural sector never it `s done. One of the great objectives of my personal and professional life is to serve my people, for that reason I offer my services and I request that I be given the opportunity to carry out and carry out this process of updating the stratification, since from 1998 to 2014 this has had a constructive process that makes it necessary and urgent to carry out its realization. I believe that this is the closest and real way to the professional level with which the Francisco José de Caldas District University seeks to provide the country with professional professionals who show the skills for which we were educated and trained in order to build a better country.
