Diseño de un Protocolo de Medidas de Seguridad para los Desplazamientos y Permanencias Temporales en los Territorios de los Funcionarios y Contratistas de la Agencia Nacional para la Superación de la Pobreza Extrema - ANSPE, con Base en un Análisis de Riesgos

Resumen
The development project includes three phases. The first one, which reviews and analyzes the risk of refusal to the integrity of officials and contractors who travel to the different territories in the development of a committee involvement, due to exposure to risk factors such as common crime, the presence of outside law armed groups, commuting to and within the territories. This analysis is based on the criteria established in the Colombian Technical Standard NTC - ISO 31000 in its 2011 version, analyzing the risk associated to five possible events such as Theft, Kidnapping, Traffic Accidents, Accidents Landmines and Ammunition without Ordnance and Aggression. This throws different levels of risk regarding the analyzed events, in different departments of the country, from the tolerable low level to high intolerable level. At a later phase, the safety criteria to be taken by the officials and contractors who have to travel to the territories are identified, in order to provide treatment to the analyzed risk. These criteria are mainly identified by literature review and by review of security monitoring systems of different NGOs and government bodies such as Defensoria del Pueblo and Ministerio del Interior, whose mission converges with the management of security for defenders of human rights and / or management human rights in themselves. The last phase includes the documentation of these security criteria in a protocol, including annexes as instructional documentaries and formats, with observation of the requirements defined for the design of documents, which are established in the ANSPE Procedure Document Control
