Apoyo técnico a la contraloría de Bogotá, D.C., en auditoría para la evaluación a la consistencia de la información de la actualización y conservación catastral

Abstract

Technical support was provided to the Bogotá D.C. comptroller's office. as students of the curricular project Cadastral Engineering and Geodesy. In compliance with the audits for the evaluation of the consistency of the cadastral update and conservation information, a review was carried out of the physical, fiscal, legal and economic elements of the properties of the capital, in the interest of determining possible inconsistencies in the information generated by the Special Administrative Unit of District Cadastre (UAECD), in the processes of updating and cadastral conservation. In determining the value of the cadastral appraisal of the properties in Bogotá, the UAECD carries out cadastral updating and conservation processes for each validity. The calculation of the cadastral appraisal is established by the district administration in December of each year in accordance with the rates issued by the Council for Economic and Fiscal Policy - CONFIS, which is a governing body of fiscal policy and coordinates the budget system of the district administration. from Bogota. In accordance with the above, findings and inconsistencies were evidenced in the information analyzed, in application and the use of digital tools such as; alphanumeric and cartographic databases, the postgreSQL 9.5 software for its corresponding processing and the Integrated Cadastral Information System (SIIC). With the support provided, for the generation of the different reports, fiscal and disciplinary transfers were determined for the Comptroller's Office of Bogotá D.C. and the Personería de Bogotá D.C., which allowed the UAECD to generate improvement plans in order to eliminate the causes that led to the findings. It also relied on statistical reports that made it possible to compare the cadastral information for the 2020 -2021 periods. Finally, support was provided in the revision of contracts of the Special Administrative Unit of District Cadastre.
