Resumen
The Colombian environmental regulations protected by the Constitución Política del 1991 extends its scope through the different legal instances, delegates administrative powers, articulated with the scaffolding established by the Sistema Nacional Ambiental - SINA to territorial entities who, with autonomy, administratively and fiscally materialize the management plans territorial. La Corporación Autónoma Regional de Cundinamarca - CAR carry out the formulation and planning of the Plan de Ordenamiento de Recurso Hídrico PORH - Río Bogotá, under the contractual framework Contrato 1516 de 2021 signed with the PORH - Bogotá River Consortium, in coordination with different control entities, territorial, state, ethnic communities. The accompaniment from the academy, subject not only to the methodological and technical debate but also to the accompaniment through the internship that strengthens the learning processes and strengthens the knowledge of the next graduates, environmental professionals who are involved in environmental issues in their professional practice. and its complexities and thus develop criteria to face the planetary crisis. The objective of the formulation phase of the PORH supported, involved a documentary and information management consigned in the databases, precedents of contractual rigor and object of audit by the control entities, the accompaniment in the report of advances of the upper basin , medium and low, concerning the process of prior consultation and its socializations, census report and field monitoring, hydrology, cartography and consolidation of professional executors of the project by the Consortium, diagnostic components, invaluable to achieve comprehensive management of the resource affected water.
