Abstract

The degree project was carried out under the internship modality to obtain the professional degree under the existing agreement between the Francisco Jose de Caldas District University and the Comptroller of Bogota. The Comptroller of Bogota, is the entity in charge of monitoring and controlling the economic, legal and technological activities carried out by public servants and private persons who are in charge of public resources or funds, which are aimed at improving the quality of life. of the inhabitants of the district, therefore, the Comptroller of Bogota watches over the non-detriment to the state. The objective of this project is to analyze and evaluate the management and results of the Cadastral Real Estate Observatory of the Special Administrative Unit of District Cadastre, emphasizing the findings corresponding to the 2019 validity, in order to evaluate the principles of 'efficiency and effectiveness' in the development of the procedures that establish the coherence and reliability of the information generated, which feeds the databases corresponding to the dynamics of the real estate market in the city generated by the Observatory, which are essential for carrying out different cadastral processes, among them, the determination of the Cadastral Appraisals and their incidence in the liquidation of the Unified Predial Tax, consequently, if they are erroneously established, they can cause detriment to the district patrimony.
