dc.description	La CAR en uso de sus atribuciones legales y buscando el cumplimiento de las funciones esenciales que se le han asignado, debe tener el control del territorio, dentro de su jurisdicción, que sean indispensables para ejecutar los proyectos a realizar enmarcados en sus planes a corto, mediano y largo plazo. Entre las funciones legales definidas en la ley 99 de 1993 la institución tiene la función de celebrar contratos y convenios con entidades territoriales cuyo objeto sea la defensa y protección del medio ambiente y los recursos naturales; con el fin de ejecutar planes de saneamiento básico en pro del desarrollo de los municipios de la jurisdicción, la Dirección Operativa y de Infraestructura DOI actualmente ejecuta 52 convenios que proyectan la creación, optimización y ampliación de PTAR. La CAR y los municipios de Cundinamarca realizan asociaciones con el fin de realizar la “protección y descontaminación de la cuenca alta del rio Bogotá” a través de la creación u optimización de PTAR plantas de tratamiento de agua residual a continuación, se encuentran los índices de contenido para los convenios interadministrativos de asociación suscritos entre la CAR y los municipios de Chía, Cota, Fusagasugá, Guatavita, Mosquera, Nocaima, Tena, Tocancipá, Ubaté y Zipaquirá, además de ello mediante trenes de tratamiento y visitas a la PTAR de Gachancipá se verifica el desarrollo de dichos convenios ya finalizados, de esta manera dando cumplimiento a lo establecido en decreto 1769 de 1994	spa
