Resumen
The present investigation arises from the realization of labor practices in the headquarters of general management, human management department, human talent development group. "Because it is a public entity, it is established as an obligation to organize annually, for its employees, social welfare and incentive plans" (ICBF, 2020, p.1). As a result of this and taking into account the public health problem caused by the global pandemic covid-19, the opportunity arises to identify the aspects that have affected the users of this program of the general direction of the ICBF, in the activity services physics, sports and recreation. The main contribution is the diagnostic analysis of the needs of the headquarters and the social welfare and incentive plans for the years 2019, 2020 and 2021. The methodology was applied successfully through interviews with users and organizers of the institute for the year 2020 and summarized in three chapters, where the questions and answers that refer before and during the global pandemic were classified in order to organize and expose the perceptions of users and organizers.
