Análisis de la incorporación de los objetivos de desarrollo sostenible 2016-2030, caso de estudio plan de desarrollo del municipio de Soacha 2016-2019

Abstract

Document, required to apply for the Master's Degree in Sustainable Development and Environmental Management, has considered the municipality of Soacha Cundinamarca, where the incorporation of the sustainable development objectives (ODS) 2016 - 2030 of the United Nations, in the municipal development plan for the period 2016 - 2019. Identifying the unattended variables in the plan for this period and prioritizing future development plans for the municipality. The study allows the adequate formulation of development plans, a document that predominates to comply with legal requirements of the period of government, indistinctly of the real needs of the territory, the municipal diagnosis and the environmental characteristics of the region, visualizing the problem at the national level. This thesis is a resource that could be applied to other municipalities, for future development plans where, in addition to planning, the dimensions of sustainable development are incorporated, according to the characteristics and needs of the region, promoting favorable changes with ordinances and strategies to improve the environment tending to mitigate environmental impacts and meet the expectations of sustainable development. In the study, the variables of the objectives of sustainable development on the development plan of the municipality of Soacha were identified, establishing the goals and indicators foreseen by the United Nations for 2016 - 2030 whose variables were pre-established by the environmental, social, economic and environmental dimensions. institutional in each subsystem raised by Alburquerque (2011). Then qualification criteria were assigned, to evaluate the variables considering the supports and necessary information, to obtain the frequency, the percentage and the accumulated percentage, graphing the Pareto Diagram 20/80, the latter to determine the variables to be prioritized by the municipal administration, establishing which ODS and / or subsystem requires attention for future plans, allowing the design of strategies focused on achieving the sustainability of the territory.
