El presente trabajo se desarrolló en el marco de la pasantía realizada en la Oficina de Control Interno [OCI] del Ministerio de Ambiente y Desarrollo Sostenible [Minambiente], a través del programa Estado Joven. En el ámbito de funciones de la OCI se encuentra la auditoría interna, una actividad independiente y objetiva que busca garantizar que la entidad cumpla con sus compromisos, establecidos en los diferentes programas, planes y proyectos en que participa. En línea con esta facultad y de acuerdo a lo programado en el Plan anual de auditorías de la OCI para la vigencia 2023, el objetivo general del presente trabajo es apoyar la evaluación del Sistema Nacional de Trazabilidad Forestal de Colombia respecto al cumplimiento de la meta de “Implementación de un sistema de seguimiento y control del aprovechamiento y movilización” establecida en el Plan Nacional de Desarrollo Forestal [PNDF]. Para lograr el objetivo planteado, en primera instancia se realizó una recopilación y solicitud de información sobre las acciones adelantadas por medio del SNTFC en cuanto al seguimiento y control de los productos forestales a lo largo de la cadena productiva forestal; posteriormente, se analizó la información y verificó la congruencia de los reportes, y finalmente se efectuó un análisis comparativo de las ventajas y desventajas del SNTFC. El análisis realizado permitió concluir que tanto el SNTFC como el PNDF comparten el objetivo de promover la gestión forestal sostenible. Aunque existen desafíos para establecer su relación analítica debido a la falta de actualización, seguimiento a las metas y coordinación efectiva del plan, se reconoce que ambos instrumentos desempeñan un papel importante en el uso sostenible de los recursos forestales. El PNDF establece políticas y estrategias para el desarrollo del sector forestal, mientras que el SNTFC proporciona las herramientas necesarias para garantizar la legalidad de los productos forestales en línea con esas políticas.
Resumen
This work was developed within the framework of the internship carried out in the Internal Control Office [OCI] of the Ministry of Environment and Sustainable Development [Minambiente], through the Young State program. Within the scope of functions of the OCI is the internal audit, an independent and objective activity that seeks to guarantee that the entity complies with its commitments, established in the different programs, plans and projects in which it participates. In line with this faculty and in accordance with what is programmed in the OIC Annual Audit Plan for the period 2023, the general objective of this work is to support the evaluation of the National Forest Traceability System of Colombia regarding compliance with the goal of “Implementation of a monitoring and control system for harvesting and mobilization” established in the National Forestry Development Plan [PNDF]. To achieve the stated objective, in the first instance a compilation and request for information was carried out on the actions carried out through the SNTFC regarding the monitoring and control of forest products throughout the forest production chain; Subsequently, the information was analyzed and the consistency of the reports was verified, and finally a comparative analysis of the advantages and disadvantages of the SNTFC was carried out. The analysis carried out allowed us to conclude that both the SNTFC and the PNDF share the objective of promoting sustainable forest management. Although there are challenges in establishing their analytical relationship due to the lack of updating, monitoring of goals and effective coordination of the plan, it is recognized that both instruments play an important role in the sustainable use of forest resources. The PNDF establishes policies and strategies for the development of the forestry sector, while the SNTFC provides the necessary tools to ensure the legality of forest products in line with those policies.
