Apoyo en la evaluación del Sistema Nacional de Trazabilidad Forestal de Colombia en el control y seguimiento al aprovechamiento y movilización forestal

Abstract

This work was developed within the framework of the internship carried out in the Internal Control Office [OCI] of the Ministry of Environment and Sustainable Development [Minambiente], through the Young State program. Within the scope of functions of the OCI is the internal audit, an independent and objective activity that seeks to guarantee that the entity complies with its commitments, established in the different programs, plans and projects in which it participates. In line with this faculty and in accordance with what is programmed in the OIC Annual Audit Plan for the period 2023, the general objective of this work is to support the evaluation of the National Forest Traceability System of Colombia regarding compliance with the goal of “Implementation of a monitoring and control system for harvesting and mobilization” established in the National Forestry Development Plan [PNDF]. To achieve the stated objective, in the first instance a compilation and request for information was carried out on the actions carried out through the SNTFC regarding the monitoring and control of forest products throughout the forest production chain; Subsequently, the information was analyzed and the consistency of the reports was verified, and finally a comparative analysis of the advantages and disadvantages of the SNTFC was carried out. The analysis carried out allowed us to conclude that both the SNTFC and the PNDF share the objective of promoting sustainable forest management. Although there are challenges in establishing their analytical relationship due to the lack of updating, monitoring of goals and effective coordination of the plan, it is recognized that both instruments play an important role in the sustainable use of forest resources. The PNDF establishes policies and strategies for the development of the forestry sector, while the SNTFC provides the necessary tools to ensure the legality of forest products in line with those policies.
