The image contains a news item about an invitation to a contract proposed by Guillermo de Caicedo to William W. Randall, a North American citizen. In the contract, William W. Randall agrees to implement a streetcar service similar to that of New York, always keeping the public roads in perfect condition, keeping them clean and tidy for 30 years. The streetcar fare will not exceed 10 cents per toll. W. Randall must pay the Government of Cundinamarca fifteen thousand pesos for the permit for the establishment of the urban railway. In addition, the workers will be exempt from military service. The work will begin the following year and the first line will be in public service within two years.
