The objective of this work is to carry out a review of the environmental obligations, especially of the Corpocesar and Corpoguajira corporations, by means of a diagnosis of the licenses that are being executed in these jurisdictions, evaluating how the state is, not specifically the execution of the project; but especially of the Compensation Plan (if any) that was filed and approved. This is done from a consultation of secondary sources, specifically on the VITAL platform, evidencing the availability of related information that can give a reference on the fulfillment of said responsibilities acquired when an environmental license is granted. It is to be realized during the development of the document that there is a breach of the formulation or the implementation of the compensation plan itself, the above for various factors, one of them the lack of control by the competent authorities, another but less important is the lack of advice in the preparation of compensation plans, for example, when determining important elements such as the compensation factor that will allow companies to calculate (taking into account the Manual of Compensation for Loss of Biodiversity) the net equivalent area that must be compensated from the affectation made by the operator. This analysis is carried out based on the information obtained and available on the VITAL platform, which can be cited as being relatively recent, but its purpose is to speed up the procedures and adequately store information relevant to the environmental licenses generated from carrying out a project, work or activity. Finally, it is intended to look for weak points that allow a strengthening not only of the platform (since there is no information on licenses, even after 2012), but also on the way in which environmental licenses are being approved and how adequate control is being exercised. It should be borne in mind that an analysis is made of the licenses after 2012 that are the object of interest of the IAVH, from there the details of the project, work or licensed activity, the environmental compensation it raises, the strategies, are consulted. the amount of area that intervenes, the amount of area or resources (investment of 1%) destined to compensate and also the ecosystems in which it is being intervened, evidencing the ecosystem supply that there is as a consequence of the given affectation.
