Resumen
The arts and culture as social productions develop in a specific context, which are interrelated, generating aesthetic ways of seeing and knowing the world, in this sense, some of these have been linked to various institutions such as the Church and the State, which in some cases have used them instrumentally to transmit certain speeches. From the conformation of the modern State, the arts and culture have been the object of public intervention, where a set of organizations have been generated that through policy guidelines, seek to generate social representations around the cultural phenomenon; (Vasquez: 2009), to the extent that the State, through its action mechanisms (laws, decrees, and other administrative acts), forms an entire organizational architecture, which is oriented to manage the cultural field; In this way, it looks for the way in which the Capital District has established a series of guidelines and references of cultural policies during the period 1997 to 2015 to develop and shape the cultural sector
