Resumen
Within the PNCC and the different instruments that the country has been developing in terms of mitigation and adaptation to climate change, a series of weaknesses and factors that have generated an increase in vulnerability in Colombia to the impacts produced by climate change are evident. Mainly this lies in the lack of articulation that has existed not only among the different territorial entities but also in the lack of articulation of the instruments developed by the national government, subsequently the centralization of the state, in terms of infrastructure vulnerable to meteorological events, in addition to generating that much of the rural sector is cut off from communication. Another weakness of the state is the unclear policies in terms of its long-term objectives for climate change and land use. In terms of research the PNCC exposes the absence in terms of national and territorial needs in adaptation and mitigation.
