Análisis de normatividad pública en materia de calidad de aire para la ciudad de Bogotá: tendencia temporal de contaminantes criterio

Recognizing the need to strengthen regulatory measures that respond adequately to the management of air pollution in the city of Bogotá (Colombia), avoiding effects on its population and economy, this investigation was aimed at analyzing the effectiveness of air public regulations in force in the city from 2007 to 2017, in relation to the concentrations of criteria air pollutants. For this, the components of ARIMA models generated from the data of the City's Monitoring and Air Quality Network were analyzed to determine the temporal behavior of pollutant concentrations with respect to atmospheric variables. The chronological variation of the criteria pollutant’s concentration was also analyzed regarding the regimentation of the public regulations identified in the study period related to district air management. The results showed that the policies related to air quality are adjusted on average every two years, focusing on the territory planning through pollution levels, the setting of maximum allowable emission limits for different sources and the improvement of fuels; the latter two were the most effective measures according to the decrease in the concentration of criteria pollutants since the regulation of related regulatory instruments in 2008. The majority of ARIMA models obtained have a short memory (1≤p≤3) indicating that the observations of the variables studied are not directly related to their immediately previous observations, in addition they do not have significant trends (d≈1) and those moving averages of the concentrations of criteria pollutants have constant fluctuations compared to previous data (3≤q≤14).
