Propuesta de una estrategia para el desarrollo de instrumento financiero a proyectos de cambio climático

Abstract

Climate change represents an urgent global challenge, generating economic losses, food crises, and biodiversity loss (IPCC, 2023). Despite the importance of mitigation and adaptation projects, territorial entities face several barriers to accessing climate finance, including a lack of knowledge about appropriate financial instruments and limited technical information and capacities. This work proposes a strategy for the development of a concessional financial instrument aimed at facilitating access to resources for climate change projects at the territorial level. The proposal is applied to the case of the Bolívar Department Government and is aligned with the National Climate Finance Strategy. The objective is to strengthen local capacities for resource mobilization and support the development of sustainable climate initiatives.
