Propuesta metodológica para aplicar el principio de precaución en proyectos de centrales hidroeléctricas en Colombia

Abstract

Production of electric energy is vital to keeping our lifestyle, likewise economic development of countries. Colombia produces about 70% of its energy through hydropowers plants, which produce different cumulative negative impacts during their stages of construction, production and abandonment. To identifying this problematic, we determined on propose a methodology to apply the precautionary principle, which has been a fundamental tool at the moment of making decisions due to its progressive consolidation in the international environmental right. It has to be applied when is necessary anticipate against the threat of a serious or irreversible damage in the environment, that science cannot provide an answer because of existence of uncertainty.
