Percepción de la comunidad Mochuelo en la configuración del conflicto socioambiental del Relleno Sanitario Doña Juana, ubicado en Bogotá, entre 2015 y 2017.

This work is related to the main fact which occured on second October 2015, at that date one collapse of 750.000 solid residues tonnes happened and for this reason the sanitary emergency was declared to the landfill neighboring inhabitant, among them: Mochuelo Alto and Bajo. The terrible smells generated controversies, however, this fact was one of the manifold accidentes which were noticed by inhabitants during many years, this people have expressed their discontent by strikes ,requests, claims, etc, related to the closure and move of this landfill, also they claimed one environmental policy to obtain rights and guarantees. The CAR (Corporación Autónoma Regional de Cundinamarca) started a sanction process to UAESP (Unidad Administrativa Especial de Servicios Públicos) and the private operator CGR (Centro de Gerencimaineto de Residuos). So the problem in this landfill can be expressed in: Solid residues overload to landfill capacity, waters contaminations for leaching, rodents and rats appearance, diseases in neighboring inhabitants, slopes in the area for wrong disposal of residues, operation overruns, changes is using the soil according to its contamiantion, unsatisfactory policies, among others.
As it was mentioned, in this work, the information was collected from magazines, newspapers and web pages, in order to identify how the social-environmental conflict is configured in the Relleno Sanitario Doña Juana. Additionally, a semi-structured interview was made with the inhabitants of Mochuelo Alto and Mochuelo Bajo to know their problems perceptions which occurred since the collapse of 2015 to 2017.
Finally, some conclusions were determined; every participant discusses domain and use of land and / or resources, but no one makes proposals to understand the environment as a connection with people who inhabit the problematic area and all implications they can. The perception can permeate a whole situation as an ownership perception: the district administration considers this landfill as theirs; therefore, they govern this site, in other hand the inhabitants request the closure of the landfill to continue their productive activities, so they could get a healthy environment. The operator demands a cleaning fees increase, thus each of the different actors adopts different positions without taking into account the systemic vision, for this reason the problem persists. We even get this ownership perception when we throw away the residues, because we think about removing the garbage and we don’t care the repercussions and this problem is related to separation of waste and a wrong treatment.
