As there is a knowing aeronautics is an industry in constant growth and of great importance in the world. The RPAS represent a step in the evolution of Aeronautics that drives the emergence of opportunities for new technologies; it is clear they must be fully available in the market and the civil sector to take advantage of them. For this reason there has been the need to implement a regulatory framework that allows the development and evolution of this type of aircraft in safe conditions. Implement said frame normative marked the road to the creation of a structure harmonized in the process of regulation world that will allow the integration total of them RPAS in the space air. Developing a common strategic policy for all countries is currently is a priority for international organizations such as ICAO, EASA, EASA, FAA among others and thus overcome the obstacles that have prevented the consolidation of this new technology and its regulation. The international community has begun to work on the elaboration of rules common to the RPAS inside or near airports and uncontrolled airspace. It is as well as the Committee of navigation in 2005 the decision to invite international organizations to learn and inform about the use that was giving to these types of aircraft in their respective countries, in order to remember certain requirements for the approval of flight such aircraft in safe conditions.
